Update 0003: Guam Army National Guard Publicity Assistant Update: The purpose of this update is to provide clarifying information for RFI # 6. Amendment 0002: Guam Army National Guard Publicity Assistant Amendment
Amendment 0002: The Purpose of this Amendment is to: (1) To include a Travel CLIN to each option year as stated in the PWS; (2) Include travel documentation requirement in the PWS; (3) Add Provision/Clause(s): 252.204-7003; 252.225-7001; and (4) Attach the Government Responses to RFIs and the Service Contract Act Wage Determination Act 2015-5693, Revision 27.
Amendment 0001: W911YU26QA010 Guam Army National Guard Publicity Assistant Amendment 0001 - The purpose of this amendment is to: (1) Correct the CLIN Structure to properly reflect as an Option Year Contract; and (2) Correct Table Size Standard as listed in the Instructions to Offerors.
Notice to Offeror(s): Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
The RFO FAR provision at 52.212-1 Instructions to Offerors-Commercial Products and Commercial Services (Feb 2026) applies to this acquisition and a successful Offeror will address all items within the addenda of this provision. The addendum for this provision is as follows: A Base plus option year, Small Business, Firm Fixed Price contract is anticipated to be awarded through the procedures of RFO FAR subsection 16.202 Firm-fixed-price contracts. The quotations shall be evaluated based on Lowest Price Technically Acceptable (LPTA). The North American Industrial Classification System (NAICS) code for this procurement is NAICS 541820 Public Relations Agencies, with a Size Standard of $19.0 Million. Responders should include all documents and information requested submitted in accordance with the instructions herein. Quotations are due Thursday, 11 June 2026 at 1:00 PM ChST. All quotations will be submitted via the Procurement Integrated Enterprise Environment (PIEE). All Requests for Information (RFIs) regarding this RFQ shall be submitted in writing via email to ng. gu.guarng.list.uspfo-purchasing-and-contracting@army.mil. All RFIs are due Thursday, 28 May 2026 by 1:00 PM ChST. The Government is not obligated to provide responses to questions submitted by Offerors.
NOTE: INTERESTED VENDORS MUST REFER TO INSTRUCTIONS TO OFFERORS ON THE SF 1449. BOTH THE 1449 AND ALL SF30s MUST BE SUBMITTED TO BE CONSIDERED A COMPLETE SUBMISSION. FAILURE TO FOLLOW ALL INSTRUCTIONS MAY RESULT IN AN INCOMPLETE SUBMISSION. ANY INCOMPLETE SUBMISSION WILL NOT BE CONSIDERED.
