Guardrail and End Treatment Parts

The Department of General Services, Procurement Division is soliciting bids to establish a multi-year statewide contract for Guardrail and End Treatment Parts, with an initial term of two years and three one-year extension options. The contract is mandatory for use by the California Department of Transportation and will serve all twelve Caltrans districts across the state. Bids must be submitted electronically by June 30, 2026, and must comply with detailed requirements including the use of Attachment 1 – Pricing Workbook in Microsoft Excel format, which defines all contract line items across five distinct groups: Brifen, Lindsay, Road Systems Inc (RSI), Valtir, and Mondo Blocks. All pricing must be all-inclusive, exclude sales tax, and be submitted only within the designated workbook with mandatory yellow cells completed; failure to adhere to formatting or submission standards results in non-responsiveness. Bidders must also submit required certifications including the California Civil Rights Laws Certification, Iran Contracting Act Certification, Federal Debarment Certification, and others, along with the Bidder Declaration Form and Agreement Cover Letter. Award will be made by group to the lowest-priced responsive and responsible bidder, subject to pass/fail evaluations for responsiveness, responsibility, and full bidding across all line items within a group. All deliveries must be F.O.B. destination with freight prepaid, completed within 30 calendar days of order receipt, and may occur at secure locations requiring prior driver clearances. The Contractor must maintain insurance, provide Safety Data Sheets, comply with the Build America, Buy America Act requirements, and ensure all products align with the Caltrans Authorized Material List. Invoicing must occur within seven calendar days of delivery and include specific details such as contract number, line item, quantity, unit price, and state tax. The Contractor is required to assign a Contract Manager before award, establish a customer service unit available weekdays from 8 a.m. to 5 p.m. PT, and submit monthly reports in MS Excel format to the State Contract Administrator by the 15th day following the reporting period. Payment is contingent on availability of appropriated funds, and bidders must indicate whether they accept the State’s CAL-Card Visa for payments. Non-compliance with terms, including failure to replace non-conforming items or delays due to unapproved access to secure sites, constitutes a breach of contract. Additionally, bidders must disclose any use of generative AI in deliverables, and all entities are subject to verification against California’s Tax Delinquency and Federal Debarment lists
