Summer of 2022 representatives from the Town of Wolcott and the Lamoille County Planning Commission (LCPC) met with partners from the Vermont Department of Environmental Conservation, the Vermont River Conservancy, Vermont Emergency Management, and SLR International Corporation to evaluate this site for potential flood mitigation alternatives and floodplain restoration opportunities. In 2022, SLR was hired to identify potential flood mitigation projects along the Wild Branch to mitigate future flooding and reduce damage to public infrastructure and Town assets along North Wolcott Road. This initial study was funded through a USDA Technical Assistance Grant secured by the LCPC. This evaluation included extending flood modeling up the Wild Branch and the development of 10% design plans for this Gulf Rd Bridge Replacement and Floodplain Restoration project. The Gulf Road Bridge is in North Wolcott over the Wild Branch (a tributary to the Lamoille River) southeast of the intersection between Gulf Road and North Wolcott Road. The bridge is significantly undersized, causing erosion and scouring. This location experienced notable flooding including flood waters over-topping the road and bridge during the 2019 Halloween Storm and July 2023 flood. This section of the Wild Branch currently has limited floodplain connectivity and would benefit from design planning that considers both upsizing the bridge and exploring floodplain restoration options to reduce erosion, scour, and phosphorus loading. Summer of 2023 the LCPC in partnership with the Town of Wolcott applied for funding through the Lamoille Basin Clean Water Service Provider to pursue preliminary design engineering for this site. In fall of 2023 the LCPC was awarded a Clean Water Service Provider grant to manage this project and provide project coordination support. Preliminary engineering for this site should include the development of 30% design plans for both a wider span/appropriately sized bridge, and consideration for floodplain restoration upstream and downstream of the Gulf Road Bridge.
