The Harbor View Property Removal Action Workplan (RAW) is associated with a commercial development project located on approximately 27 acres over eight contiguous properties located at 320, 330, 340, 350, and 410 Blomquist Street, 19 Seaport Boulevard, and 15 and 30 Stein Am Rhein Court in the City of Redwood City (Site). The Site is located within a commercial/industrial area and is currently primarily vacant, with some historical structures and storage of materials or use as parking.
Project activities will address the presence of asbestos impacted soils in connection with planned development at the Site, resulting in the consolidation and capping of asbestos containing materials (ACM) under a minimum of a 2-foot thick clean import fill cap. Limited soil excavation will be performed to relocate soils for consolidation of ACM preferentially under planned hardscape locations and soil would be imported to create a clean fill cap and to raise the existing Site grade. No excavated soils would be taken off-site for disposal, and any impacted soils discovered within the adjacent public right of ways during utility construction would be brought on-Site for consolidation and capping. A demarcation layer would be placed on top of all the consolidation areas that may potentially contain ACM before the clean fill cap is placed.
Approximately 171,700 cubic yards of clean fill material would be imported for use in raising the Site grade and creating a 2-foot thick, clean fill cap within landscaping areas. The project includes measures to minimize the creation and dispersion of dust during soil handling and earthwork activities at the Site. A Dust Control Plan/Asbestos Dust Mitigation Plan/Asbestos Air Monitoring Plan, including real-time air monitoring, will be implemented upon the start of earthwork activities. In order to comply with the San Mateo County Environmental Health Services requirements, all future buildings at the sites will be constructed with a Methane Mitigation System (MMS). Once all development work is completed and the MMS is installed and tested, an Operations and Maintenance Plan, Operations and Maintenance and Agreement, and Land Use Covenant will be executed.
