16 September 2026 - Proposal Submission Reminder
When submitting your proposal in the PIEE Solicitation module, please adhere to the requirements in Section L Paragraphs 2.1.3, 7.1.1, and 7.2.1 and the instructions in the Standard Form (SF) 30 (Amendments 0001 and 0002). Both Amendments will need to be acknowledged IAW SF 30 Block 11, in addition to sending the SF33 contract documentation.
Nothing has been updated in the solicitation. The Government has noticed during initial review of submissions that Amendment acknowledgment may have been overlooked.
1 September 2026 – FA8809-26-R-B002 Amendment 0002
The purpose of Amendment 0002 is to update Section L&M, in addition to updates to Attachment 1 – HADES Basic IDIQ PWS, Attachment 2 – Ordering Instructions, Attachment 3 - Award Fee Plan, Attachment 8 - Rights in Data, and Exhibit A – HADES IDIQ CDRLs. The ceiling for the IDIQ has also been increased to $389M.
The ceiling increase is due to updated assumptions regarding possible future work on the HADES contract.

HADES RFP Q&A Amendment 0001
Pursuant to RFO 15.203, this RFP communicates Government requirements to prospective contractors and solicits proposals for the Hybrid Architecture and Development for Experimental Systems (HADES) program. The program is being executed by the Space Systems Command (SSC), Innovation and Prototyping Delta, Kirtland Air Force Base, New Mexico. The HADES program provides support for satellite ground system and satellite operations center engineering, development, integration, and sustainment, and associated support services primarily at, but not limited to, the Research, Development, Test, and Evaluation (RDT&E) Support Complex (RSC) at Kirtland Air Force Base, Albuquerque, New Mexico. The anticipated period of performance of this IDIQ includes a base period of three (3) years with four (4) option periods for one (1) year each, making a total ordering period of 7 years. The total ceiling for this contract is $300M. The Government anticipates a single award IDIQ Cost Plus Award Fee (CPAF) contract type.
Vendors are highly encouraged to register in the Procurement Integrated Enterprise Environment (PIEE) Solicitation module. Proposal submission through PIEE is required. The Vendor Registration Guide is attached to this RFP.
