Background and Summary: OSD desires to prototype a novel, scalable operational framework—the Prototypes and Experiments Rapid Fielding Sites (PERFS)—to rapidly integrate, evaluate, and transition disparate maritime and border defense technologies from laboratory environments to field operations.


Problem: The Navy lacks a standardized, agile testing methodology and infrastructure capable of rapidly evaluating and integrating emerging intelligence, maritime, and border defense technologies against dynamic operational threats.
