HAESI 2.0 INDUSTRY DAY 05 AUG 2026

The U.S. Army Corps of Engineers, Huntsville Engineering and Support Center, is preparing to award an Indefinite Delivery Indefinite Quantity (IDIQ) contract known as HAESI 2.0 for Architectural and Engineering Services, with a total program ceiling of $400 million over a seven-year period inclusive of base and option years. The contract will provide a broad range of A-E services including planning, design, feasibility studies, geotechnical investigations, permitting, value engineering, CADD/BIM production, cost estimating, and construction support for military facilities across the United States, its territories, and overseas locations such as Germany, Italy, Japan, and South Korea. The majority of work is expected to be performed remotely from contractors’ home offices, though on-site visits and travel to government installations are required for site investigations, coordination, and meetings. Technical deliverables must comply with UFC, UFGS, ADAAG, UFAS, EM 385-1-1, Tri-Service CADD Standards, and other federal and military design guidelines, with all documentation submitted in approved formats and indexed with complete reference files. Pricing will be established at the task order level under a Firm Fixed Price structure, and no line items or pricing details are included in the base contract. All prospective contractors must complete and submit a five-page Capabilities Questionnaire via email to DLL-CEHNC-HAESI2.0@usace.army.mil no later than 12:00 Noon Central Time on August 3, 2026, and are required to participate in a virtual Industry Day on August 5, 2026, to gain insight into the acquisition strategy and technical expectations. Offerors must self-certify their business size and socioeconomic status under NAICS code 541330 with a $22.5 million size standard and disclose any joint ventures or subcontractors, along with their roles and work percentages. Companies bidding on work in Italy must provide Anti-Mafia and SOA certifications, and all personnel must complete AT Level I and OPSEC awareness training, obtain necessary security clearances, and comply with CAC management and E-Verify requirements. Contractor personnel requiring access to installations must be cleared through the Provost Marshal’s office and escorted where necessary. Technical personnel must submit detailed qualifications and experience, and all manpower reporting will be conducted electronically via the ECMRA portal, with invoices submitted monthly in XML format.
