Offerors must self-certify their business size and socioeconomic status under NAICS code 541330 with a $22.5 million size standard and disclose any joint ventures or subcontractors, along with their roles and work percentages. Companies bidding on work in Italy must provide Anti-Mafia and SOA certifications, and all personnel must complete AT Level I and OPSEC awareness training, obtain necessary security clearances, and comply with CAC management and E-Verify requirements. Contractor personnel requiring access to installations must be cleared through the Provost Marshal’s office and escorted where necessary. Technical personnel must submit detailed qualifications and experience, and all manpower reporting will be conducted electronically via the ECMRA portal, with invoices submitted monthly in XML format.
