HAESI 2.0 INDUSTRY DAY 05 AUG 2026

The U.S. Army Corps of Engineers, Huntsville Center, is soliciting qualified architectural and engineering (A-E) firms under the HAESI 2.0 Indefinite-Delivery Contract to provide comprehensive multidisciplinary planning and technical support services for Department of Defense and other federal agency facilities across the United States, its territories, and select overseas locations including Germany, Italy, Japan, and South Korea. The scope encompasses the full lifecycle of infrastructure projects—planning, design, construction, renovation, modernization, alteration, commissioning, and demolition—with services covering programming, feasibility and economic studies, geotechnical investigations, master planning, Value Engineering, CADD/BIM design, surveying, cost estimating, and construction support. Work is primarily performed at contractor facilities, though site visits and coordination require travel. The total shared contract capacity is estimated at $400 million over a three-year base period with two optional two-year extensions, though no minimum order is guaranteed and awards will be made on a best-value trade-off basis, prioritizing technical qualifications over cost. Offerors must complete and submit Attachment 1, the Capabilities Questionnaire, which includes mandatory disclosures such as CAGE Code, size status (including Small Business, 8(a), VOSB, SDVOSB, WOSB, HUBZone, and others), and affirmative responses triggering additional compliance requirements like Anti-Mafia certification for work in Italy, AT Level I and OPSEC awareness training, E-Verify enrollment, and CAC access procedures. All personnel requiring access to DoD installations must undergo background checks, complete security training, and comply with installation-specific policies. Deliverables must adhere to UFGS, EM 385-1-1, SpecsIntact, and Tri-Service CADD Standards, and include signed and sealed drawings by a licensed professional engineer.
