Halsey Village Demolition - Phase I

Project Title: Halsey Village Demolition - Phase 1 Funding Source: CNRMA provided Demo Funds FY Requested: FY25, Q1 Project Details/SOW: The Navy is in the process of accepting Halsey Village back from PPV. The buildings are in disrepair and need to be demolished. Phase I consists of ~169k SF of vacant housing units that are contained within the fenced/secured section of HV. A record is required for the design of demolition, a 1391 package as well as a disposal package. EV Comments: Conduct NEPA review. Ensure proper measures are used to control dust during demolition. Ensure proper waste management procedures are used to dispose of miscellaneous materials such as smoke detectors, fluorescent lamps, PCB ballasts, thermostats and other miscellaneous materials. There is a Naval Station Great Lakes Soils Management Plan revised December 2023 that must be used to manage excavated soils. CZMA consultation with IDNR and Section 7 consultation with USFWS will be required prior to work start. CRM Comments: The buildings of Halsey Village are over 50 years old. Demolition of an entire neighborhood needs to be coordinated with IL SHPO prior to any demolition activity. RPM Comments: Approved. Please provide an R25 record. A V63 record will also be required.
