The Treasury Common Services Center (TCSC) on behalf of the Financial Crimes Enforcement Network (FinCEN) intends to make an award on a sole source basis to Intuition Machines, Inc.; 1065 SW 8th Street #704; Miami, FL 33130 for the purchase of existing hCaptcha Enterprise and Premium Support software.



FinCEN has a requirement to purchase hCaptcha Enterprise Premium Support software to distinguish computers and humans apart (CAPTCHA) to block unwanted BOT traffic such as web scraping, credential stiffing, spam, etc., associated with the Beneficial Ownership Secure System, FinCEN.gov and Contact Center. End-Users will be required to complete challenge questions before access to resources is granted and FinCEN estimates approximately 30 million verifications per year.


The Product Code is 7A21, the NAICS code is 513210 with a business size standard of $47.0 M.


FinCEN will consider written responses received no later than 1:00 pm ET on Wednesday, April 22, 2026.  Responses must include sufficient evidence that clearly shows their capabilities to provide the above requirement.  If no written response is received that clearly demonstrates an ability to meet these requirements, is more advantageous to the Government, and is received by the deadline, FinCEN, shall make award on a sole source basis to Intuition Machines, Inc.



The period of performance for the purchase order/contract is anticipated to be a 12-month base period.



NO SOLICITATION IS AVAILABLE. A request for more information, or a copy of the solicitation, will not be considered an affirmative response to this Special Notice. Telephone responses or inquiries to this Special Notice will NOT be accepted.



Responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. TCSC will consider responses received no later than 1:00 pm ET on Wednesday, April 22, 2026. Responses shall be submitted electronically to purchasing@fiscal.treasury.gov, SS-FIN-26-027/Attn: AJohnson/EMarshall. Responses must include sufficient evidence that clearly shows your company is capable of providing the requirement described in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no written response is received by the aforementioned deadline that clearly demonstrates an ability to meet all requirements, and that is more advantageous to the Government, TCSC will make award on a sole source basis to Intuition Machines, Inc.



Qualified contractors must provide the following:
