The Multnomah County Health Department (MCHD) is issuing Request for Programmatic Qualifications (RFPQ-41-2027) to establish a pool of qualified agencies, community-based organizations, and individuals to provide comprehensive communications services. The goal is to promote the health and wellbeing of Multnomah County residents across various divisions, including Public Health, Behavioral Health, Corrections Health, and Integrated Clinical Services. The scope of work is divided into six key categories: communications strategy and planning, social media and digital media advertising, traditional media advertising, visual asset creation, video and film content production, and culturally specific communications and outreach. To qualify for the pool, proposers must be legal entities registered to do business in Oregon and achieve a minimum score of 70% based on an evaluation of programmatic capabilities (75% weight) and responsible business practices (25% weight). While qualifying maintains a vendor's status in the pool for five years, the county does not guarantee funding or contract allocation based solely on the highest score; instead, it considers factors such as geographic reach, native language services, and specific treatment modalities. Individual contract terms will generally range from one to five years. Proposals must be submitted via the designated portal by November 25, 2026, at 4:00 P.M. local Portland time, adhering to strict character limits and submission formats. The county strongly encourages participation from minority-owned, emerging small businesses, and service-disabled veteran organizations.
