The Centers for Disease Control and Prevention (CDC) is set to award a firm-fixed price purchase order to the Agency of Healthcare Research and Quality (AHRQ) to obtain access to the Healthcare Cost and Utilization Project (HCUP) databases. HCUP is a comprehensive collection of national, patient-level healthcare data developed through a collaborative Federal-State-Industry partnership and sponsored by AHRQ. These databases consolidate information from various state data organizations and healthcare entities to support public health monitoring, research, and investigation on key health topics. The contract period is anticipated to last 12 months starting from July 26, 2020. The CDC has determined that AHRQ is the sole source capable of providing access to these uniquely detailed databases, with no comparable alternatives available on the market. The purchase order will comply with federal acquisition regulations that permit single-source procurement under specified circumstances, such as exclusive licensing or urgency. This acquisition enables multiple CDC programs to utilize state-level HCUP data to advance public health objectives nationwide. Interested parties must submit any questions in writing to the designated contact, Laurie Taylor, with all related notices and updates available on the federal contracting website, beta.sam.gov. The anticipated award date is May 8, 2020.

Full Description

The Centers for Disease Control and Prevention requires an award of a purchase order to the Agency of Healthcare Research and Quality of Rockville, MD to have access to their Healthcare Cost and Utilization Project (HCUP) databases. The HCUP is a family of healthcare databases and related software tools and products developed through a Federal-State-Industry partnership and sponsored by the Agency for Healthcare Research and Quality (AHRQ). HCUP databases bring together the data collection efforts of State data organizations, hospital associations, private data organizations, and the Federal government to create a national information resource of patient-level healthcare data (HCUP Partners). The anticipated period of performance is 12 months from 7/26/2020. Pursuant to FAR 13.106(1) (b), Soliciting from a single source, (1) for purchases not exceeding the simplified acquisition threshold, (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The CDC has determined that the Agency of Healthcare Research and Quality is the only agency that meets the requirements to provide access to the HCUP databases, which will allow the different programs across CDC to use the HCUP state databases to monitor, identify, diagnose, investigate, and research public health related issues on topics of importance to the nation's health. There are no comparable products on the market. Therefore, award of a Firm-Fixed Price purchase order is being contemplated in accordance with FAR Part 13. Any questions regarding this notice shall be submitted in writing only to Laurie Taylor at yrj7@cdc.gov. The anticipated date of award is May 8, 2020. It is your responsibility to keep up with any additional postings regarding this announcement on the beta.sam.gov website. Telephone inquiries will not be honored.
