The Interlocal Purchasing System (TIPS) is issuing solicitation 260802 for the procurement of new and used heavy and medium duty trucks and trailers under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This solicitation provides a framework for TIPS members—including public entities and qualifying non-profits nationwide—to procure these vehicles and associated services on an as-needed basis during the contract term, with no predefined project scope or quantity requirements. Existing contract holders under TIPS 230802 must respond to this solicitation to avoid contract lapse, as the new award will replace the expiring 230802 contract. Suppliers who already hold another active TIPS contract covering all their truck and trailer offerings are not required to respond unless they wish to maintain dual contracts. Parts and services related to these vehicles must be sourced through solicitation 260803, not this one. The solicitation was posted on August 6, 2026, with responses due by September 18, 2026, and is managed by TIPS under the Texas Region 8 Education Service Center. All inquiries should be directed to the designated point of contact.

Full Description

This is a solicitation issued by The Interlocal Purchasing System (TIPS), a department of Texas Region 8 Education Service Center. It is an Indefinite Delivery, Indefinite Quantity ("IDIQ") solicitation. It will result in contracts that provide, through adoption/"piggyback" an indefinite quantity of supplies/services, during a fixed period of time, to TIPS public entity and qualifying non-profit "TIPS Members" throughout the nation. Thus, there is no specific project or scope of work to review. Rather this solicitation is issued as a prospective award for utilization when any TIPS Member needs the goods or services offered during the life of the agreement. PLEASE NOTE THAT THE SOLICITATION IS FOR THE SALE OF NEW AND USED HEAVY AND MEDIUM DUTY TRUCKS AND TRAILERS ONLY. ALL PARTS AND SERVICES SHOULD BE OFFERED UNDER THE CORRESPONDING 260803 SOLICITATION. IF YOU CURRENTLY HOLD TIPS CONTRACT 230802 HEAVY DUTY AND MEDIUM DUTY TRUCKS AND TRAILERS ("230802"), YOU MUST RESPOND TO THIS SOLICITATION TO PREVENT LAPSE OF CONTRACT UNLESS YOU HOLD ANOTHER CURRENT TIPS CONTRACT THAT COVERS ALL OF YOUR TRUCK AND TRAILER OFFERINGS. THIS AWARDED CONTRACT WILL REPLACE YOUR EXPIRING TIPS CONTRACT 230802 . IF YOU HOLD ANOTHER TIPS CONTRACT OTHER THAN 230802 WHICH COVERS ALL OF YOUR TRUCK AND TRAILER OFFERINGS AND YOU ARE SATISFIED WITH IT, THERE IS NO NEED TO RESPOND TO THIS SOLICITATION UNLESS YOU PREFER TO HOLD BOTH CONTRACTS.

Truck and Cab Chassis - Triple Net Invoice including Government Incentives percentage
Solicitation # 005-RFB-2965-2027
Iowa DAS Fleet Services is soliciting bids from Iowa-based automotive dealerships to supply trucks and cab chassis to state agencies and eligible political subdivisions under a non-exclusive contract term beginning October 1, 2026, and ending September 30, 2027, with an option for up to two one-year renewals. The contract requires vendors to propose a fixed percentage markup over the Triple Net Invoice cost—which reflects the dealer’s true cost including all government incentives—for each vehicle, along with a per-mile delivery rate to DAS Fleet Services in Des Moines, Iowa. The pricing structure is entirely based on these two bid line items, with no fixed quantities or estimated contract value, making the award decision strictly cost-driven under a Lowest Price Technically Acceptable model. Vendors must be physically located in Iowa, comply with NAICS code 441110, and provide fully itemized Triple Net Invoices for each vehicle, which will be reviewed and approved by DAS Fleet Services prior to issuance of a purchase order. Delivery must be made FOB Destination, Freight Prepaid, with payment terms set at Net 60 days per Iowa Code § 8A.514. Bidders are required to complete and upload a Vehicle Specifications Worksheet, certify compliance with all solicitation terms, and acknowledge any amendments before resubmitting their bids. The solicitation does not include evaluation criteria beyond price, nor does it require certifications for socioeconomic status, small business status, or federal entity identifiers, though bidders must disclose their inclusion on any lists referenced in Iowa Code section 12K.1(4). All submissions must be completed electronically through the state’s procurement portal by August 19, 2026, and no physical proposals will be accepted. The contract is available for use by all Iowa state agencies, and the state retains the right to procure similar vehicles through other channels as permitted by law.

Auditorium, Stadium, Field Seating, Bleachers, and Installation Services (2 Part with JOC)
Solicitation # 260801
This solicitation by The Interlocal Purchasing System (TIPS), a department of Texas Region 8 Education Service Center, is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Auditorium, Stadium, Field Seating, Bleachers, and Installation Services, structured as a two-part bid. Part 1 covers the provision of goods and non-construction services such as maintenance and minor repairs, while Part 2 is a Job Order Contract (JOC) specifically for projects determined by TIPS Members to be public work construction projects. The determination of whether a sale falls under Part 1 or Part 2 is made by the TIPS Member at the time of need, and vendors are encouraged to respond to both parts to ensure broad eligibility. Pricing flexibility is introduced through the option to apply bid coefficients to either the RS Means Price Book or the BNi® Costbook, giving members greater pricing accuracy and choice. This IDIQ contract will provide an indefinite quantity of services over a fixed term to TIPS public entity members and qualifying non-profits nationwide, with no pre-defined project scope. Vendors currently holding TIPS Contract numbers 23080101 or 23080102 for seating and installation services must respond to this solicitation to avoid contract lapse, as this new award will replace those expiring contracts. Vendors holding other active TIPS seating contracts in either part are not required to respond unless they seek the BNi® Costbook pricing option or wish to extend coverage to the part they do not currently hold. If a vendor holds a current TIPS seating contract other than 23080101 or 23080102 and bids on the same part, their existing contract will be terminated and replaced by the new award. Similarly, vendors with other TIPS contracts covering their construction offerings outside the seating category need not respond unless they desire the BNi® pricing option or wish to hold both a seating-specific and non-seating contract. The solicitation open date is August 6, 2026, with responses due by September 18, 2026, and inquiries can be directed to bids@tips-usa.com.
