Auditorium, Stadium, Field Seating, Bleachers, and Installation Services (2 Part with JOC)

Historically, TIPS JOC (Part 2) solicitations have utilized the RS Means Price Book as the designated price book. This bid allows proposers to bid coefficients to be applied to either the RS Means Pricebook or the BNi® Costbook (“BNi®”) at the time of the TIPS sale. This is a solicitation issued by The Interlocal Purchasing System (TIPS), a department of Texas Region 8 Education Service Center. It is an Indefinite Delivery, Indefinite Quantity ("IDIQ") solicitation. It will result in contracts that provide, through adoption/"piggyback" an indefinite quantity of supplies/services, during a fixed period of time, to TIPS public entity and qualifying non-profit "TIPS Members" throughout the nation. Thus, there is no specific project or scope of work to review. Rather this solicitation is issued as a prospective award for utilization when any TIPS Member needs the goods or services offered during the life of the agreement. This is a two part solicitation. Part 1 is solicited for TIPS sales that are not considered a "public work" construction project. Part 1 permits the sale of goods and non-construction/non-"public work" services such as maintenance and minor repairs. Part 2 Job Order Contract (JOC) is solicited for projects considered by your TIPS Member Customers to be a "public work" construction project. The determination of whether or not a TIPS sale amounts to a "public work" construction project requiring a Part 2 JOC contract is made by the TIPS Member Customer at the time of each TIPS sale. Thus, Vendors are encouraged to respond to both Parts 1 and 2 in case your TIPS Member Customers require that a sale be made under one Part or the other. However, responding to both Parts is not required. IF YOU CURRENTLY HOLD TIPS CONTRACT 23080101 OR 23080102 AUDITORIUM, STADIUM, FIELD SEATING, BLEACHERS, AND INSTALLATION SERVICES PART 1 OR 2 ( " 23080101 OR 23080102 ") YO U MUST RESPOND TO THIS SOLICITATION TO PREVENT LAPSE OF CONTRACT UNLESS YOU HOLD ANOTHER CURRENT TIPS CONTRACT THAT COVERS ALL OF YOUR SEATING AND RELATED OFFERINGS. THIS AWARDED CONTRACT WILL REPLACE YOUR EXPIRING TIPS CONTRACT (" 23080101 OR 23080102 ") . IF YOU CURRENTLY HOLD ANY OTHER TIPS CONTRACT IN THE SEATING OFFERINGS CATEGORY, WHETHER PART 1 OR PART 2 OR BOTH, AND YOU ARE SATISFIED WITH IT, THERE IS NO NEED TO RESPOND TO THIS SOLICITATION UNLESS YOU ARE SEEKING A PART THAT YOU DO NOT ALREADY HAVE (EXAMPLE: YOU HAVE PART 1 AND ARE NOW SEEKING PART 2) OR IF YOU ARE SEEKING THE BNi® Costbook (“BNi®”) JOC PRICING OPTION. IF YOU HOLD AN EXISTING TIPS SEATING OFFERINGS CONTRACT, OTHER THAN (" 23080101 OR 23080102 "), AND YOU CHOOSE TO RESPOND TO THE SAME PART 1/PART 2 VERSION HEREIN, YOUR EXISTING TIPS CONTRACT WILL BE TERMINATED AND REPLACED BY THE NEW PART 1 OR PART 2 OF THIS CONTRACT. ALSO IF YOU HOLD ANY OTHER TIPS CONTRACT OUTSIDE OF THE SEATING OFFERINGS CATEGORY WHICH COVERS ALL OF YOUR CONSTRUCTION OFFERINGS AND YOU ARE SATISFIED WITH IT, THERE IS NO NEED TO RESPOND TO THIS SOLICITATION UNLESS YOU PREFER TO HOLD BOTH CONTRACTS OR IF YOU ARE SEEKING THE BNi® Costbook (“BNi®”) JOC PRICING OPTION.
