The U.S. Air Force, through the FA9101 AEDC PKP Procurement Branch under the Department of Defense, is seeking information from industry regarding the availability and technical capability of vendors to supply industrial-grade helium in modular cylinder packs to support mission-critical testing at Holloman Air Force Base in New Mexico. This sources-sought notice, posted on June 17, 2026, with a response deadline of July 6, 2026, aims to gather market data to inform a potential future solicitation and does not constitute a request for proposals or an obligation to award a contract. The requirement calls for a total of 73,332 cubic feet of helium with a minimum purity of 95%, delivered in two equal shipments of 36,666 cubic feet each—by October 7, 2026, and February 10, 2027—with all equipment configured either as trailer-mounted units on road-ready trailers or as palletized/skidded systems compatible with standard forklift operations. All equipment, including cylinders, manifolds, valves, trailers, and skids, must be suitable for unprotected outdoor storage for the duration of the contract and must ensure immediate accessibility for operational use. Vendors must comply with all Department of Transportation regulations for transporting Class 2.2 non-flammable gases, including current DOT hydrostatic test dates, proper hazard placarding, and valid certification labels. Trailer-mounted options require current license plates and annual DOT inspections, while all transport must adhere to applicable special permits. The contractor is responsible for furnishing all personnel, equipment, tools, materials, and non-personal services to meet the requirements, as no government-furnished equipment will be provided. Delivery must occur at Holloman AFB, NM 88330, to the 846th Test Squadron, with vendor personnel required to identify themselves as contractors in all official communications. The contractor must also provide a Safety Data Sheet (SDS) prior to or upon the first delivery. Following each testing window—anticipated for November 2026 and March 2027—equipment must be removed by the contractor within 14 days of Government notification, and all rental or lease fees for equipment usage during testing periods must be included in the proposed unit pricing; the Government is not liable for costs accrued after the 14-day pick-up window begins.
