AI Contract Overview

The United States Navy is soliciting proposals for solicitation DON27TZ02-NV011 to develop an Agentic AI-enabled architecture for heterogeneous swarm control of low-cost commercial off-the-shelf small unmanned aerial vehicles (UAVs) and unmanned ground vehicles (UGVs). The project aims to resolve protocol and perception fragmentation by utilizing Model Context Protocol (MCP), Large Language Models (LLMs), and Agentic AI to enable natural language communication between human operators and uncrewed systems. The goal is to deploy these capabilities on edge compute devices, such as NVIDIA JETSON NDAA, to perform complex tasks including facility inspection, road evaluation, security operations, and platform interception. This Phase I effort is a total small business set-aside with a base amount not to exceed 200,000 dollars and an optional amount up to 115,000 dollars. Successful performers must demonstrate a design approach where at least one Group 1 UAV or small UGV performs three of five specific tasks, such as navigating up to 2km or reporting scene observations. Proposals will be evaluated based on technical merit, investigator qualifications, and commercialization potential, though they will not be compared against one another. Applicants must be registered in SAM and the DSIP portal, comply with CMMC cybersecurity requirements, and ensure all hardware is NDAA compliant.

Full Description

Current methods of heterogeneous swarming control often involve individual entities with incompatible messaging protocols, ridged data interpretation, and lack of broader situational awareness, generating a protocol/perception problem that results in fragmented decision-making. Model Context Protocol (MCP), Large Language Models (LLMs), and related Agentic AI architectures, can enable a Universal Serial Bus Type C (USB-C) solution to this fragmentation problem by allowing individual entities to communicate with human operators or other entities through natural language. The Department of the Navy is seeking development of Agentic AI-enabled COTS small UAVs or small UGVs USB-C capabilities for demonstration of applicability in Naval and Marine Corps tasks. The goal is to deliver a small heterogenous swarm of low-cost uncrewed systems capable of receiving tasks through a natural language interface and performing complex tasks such as inspection of a facility for damage, evaluating road conditions, conducting security operations, and/or intercepting of other platforms. Performers should focus on software development to run on low cost and edge compute devices attached to highly expendable COTS platforms. Submissions will leverage preexisting DoW compliant hardware deployments using either compute resources organic to the UAV/UGV platform or flight-ready modules (e.g., Single Board Computer NVIDIA JETSON NDAA) with favorable Size, Weight, and Power (SWAP). Submissions should identify the unique nature of their Agentic-AI capability in accomplishing the objective.

Strategic Environmental Research and Development Program Core Broad Agency Announcement
Solicitation # W912HQ27S0001
The Department of War’s Strategic Environmental Research and Development Program (SERDP) has issued a Broad Agency Announcement to fund research in Environmental Restoration, Resource Conservation and Resilience, and Weapons Systems and Platforms. This initiative seeks innovative technologies and methods to improve performance, manage risks, and reduce costs for the Department of War. Both small and large businesses are encouraged to respond, with an anticipated total funding pool of approximately $10 million for multiple awards. The solicitation is governed by NAICS code 541715, and any large business or non-profit proposal exceeding $900,000 must include a Small Business Subcontracting Plan. The selection process is a multi-stage review consisting of a pre-proposal, a full proposal, and an oral presentation to the Technical Review Board. Pre-proposals must be submitted as a single PDF via the SERDP website by 2:00 p.m. Eastern Time on January 7, 2027. Evaluation is based on a threshold review of SERDP relevance, followed by a weighted assessment of technical merit, personnel, and cost. Full proposals will additionally be evaluated on a transition plan. All contracts will include mandatory cybersecurity requirements per DFARS 252.204-7012, and proposals containing restricted information such as ITAR or EAR data are not accepted.

Research, Development, Test & Evaluation (RDT&E) Support for the Center for Corrosion Science and Engineering (CCSE)
Solicitation # N0017326RGF02
The Naval Research Laboratory is soliciting proposals for a Cost-Plus-Fixed-Fee Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to provide Research, Development, Test and Evaluation (RDT&E) support for the Center for Corrosion Science and Engineering (CCSE). This small business set-aside effort has a maximum ceiling of 85 million dollars over a 60-month ordering period, with a performance period running from February 28, 2027, to February 27, 2032. The scope of work focuses on four primary areas: corrosion science and engineering, material science and environmental compatibility, marine coatings science and technology, and technology transfer, field demonstrations, and engineering support. The contract includes an initial Task Order 1 focused on warfighting platform readiness, requiring a total of 30,720 annual hours across 17 labor categories. The government will award the contract based on best value using a tradeoff process, prioritizing technical understanding and approach, followed by past performance, and then cost. Staffing and key personnel qualifications, including an IT Specialist IV and Program Manager IV, are evaluated as an acceptability factor. Due to the nature of the work, personnel must possess Secret security clearances, and the contractor must maintain a Top Secret facility security clearance. Performance is primarily based at the Naval Research Laboratory in Washington, DC, and requires strict adherence to OSHA safety regulations, NISPOM for classified shipments, and specific cybersecurity protocols to maintain network accreditations. Proposals must be submitted in five volumes, including a native Excel cost workbook, by the extended deadline of November 17, 2026.
