AI Contract Overview
The Indian Health Service, Phoenix Area Office, is soliciting clinical staffing services for the Hopi Health Care Center in Polacca, Arizona, under RFQ-26-PHX-035, with a revised quote due date of July 7, 2026, following Amendment 0001. This is a combined synopsis and solicitation for multiple fixed-price indefinite-delivery/indefinite-quantity (IDIQ) contracts under the Buy Indian Act and HHSAR Subpart 326.6, set aside exclusively for eligible Indian Small Business Economic Enterprises. The requirement covers five clinical staffing categories: Emergency Department Physician, Inpatient/Hospitalist Physician, Emergency Department Registered Nurse, Inpatient Registered Nurse, and Outpatient Registered Nurse services. Offerors may propose for one or all categories, with pricing based on fixed fully burdened hourly rates that include all labor, fringe, overhead, general and administrative costs, profit, recruitment, credentialing, onboarding, travel, lodging, meals, insurance, and other associated expenses. The Government will not pay for overtime, standby, call, holiday, night, weekend, or premium rates unless explicitly authorized in a task order. The resulting IDIQ contracts will have a five-year ordering period, with individual task orders not exceeding one year, and will be managed under FAR Part 12 and Subpart 16.5. Quotes must be submitted electronically in four distinct volumes: administrative eligibility, technical approach, past performance, and pricing—strictly separated to ensure compliance. Offerors must include a completed HHS-326 Indian Economic Enterprise Representation Form, active SAM registration, UEI/CAGE codes, and evidence of medical liability insurance, while adhering to strict submission formats that prohibit password-protected, cloud, or restricted-access files. Performance is limited to the HHCC facility in Polacca, Arizona, where contractors must account for remote location challenges, including limited lodging options, and comply with IHS/HHCC policies on credentialing, immunizations, infection control, safety, and cultural conduct. Evaluation is based on best value, with non-price factors such as technical approach, candidate readiness, program management, and past performance weighted above price, though price becomes decisive when non-price differences are minimal. Contractors are prohibited from billing any third-party payers for services performed under this contract, must submit monthly invoices via the U.S. Treasury Invoice Processing Platform, and rely on weekly timesheets for service verification—though those are not invoices.
