HHS for Housing and Homeless Legal Services

Montgomery County Pennsylvania is seeking a qualified legal services provider through RFP 26-56 to provide housing-related legal assistance to residents experiencing or at risk of homelessness and housing instability. The selected contractor will deliver legal consultation, advocacy, representation, and education to prevent displacement and preserve tenancies. A critical component of the scope of work is the provision of on-site legal services at participating Magisterial District Courts through the Eviction Prevention and Intervention Coalition (EPIC), requiring a presence at 95 percent or more of scheduled court sessions. The contract is funded by the Affordable Housing Trust Fund with a maximum annual compensation of 200,000 dollars. The performance period runs from January 1, 2027, to December 31, 2028, with two optional one-year renewals. The provider must adhere to strict professional standards, including the Rules of Professional Conduct and the Pennsylvania Public Official and Employees Ethics Act, as well as federal regulations such as 2 CFR Part 200 and Title VI of the Civil Rights Act. Performance will be evaluated based on monthly reports, with a target outcome that 75 percent of enrolled participants successfully resolve at least one legal issue. Proposals are evaluated on cost reasonableness, alignment with the staffing plan, and the efficient use of public funds. Applicants must submit a response narrative not exceeding 20 pages, a detailed annual budget, and various certifications including a Public Disclosure Statement and a Local, Small, and Diverse Business Concern Certification. Maintenance of an active Unique Entity Identifier and SAM.gov registration is required if mandated by the funding source.
