The USDA Farm Service Agency, Natural Resources Conservation Service, and Rural Development are seeking a short-term office space rental in Hidalgo County, Texas, specifically within the city limits of Edinburg or McAllen, to support operational needs beginning July 1, 2026. The space must be move-in ready by that date and range between 8,000 and 10,200 square feet, featuring a one-story or multi-floor building with elevator access, at least ten private offices of no less than 120 square feet each, open workspace for seven additional staff, a conference room accommodating ten people, a 100-square-foot server room, at least 900 square feet of storage, a front desk reception with a secure barrier, and parking for fifteen visitors, twenty-five government or employee vehicles, and three trailers. The facility must comply with the International Building Code, be ADA compliant with public accessibility, and provide exterior space for an 8 ft by 20 ft CONEX storage container. The contract is anticipated to be a firm-fixed price arrangement with a base period of one year and four optional one-year renewal periods, for a total potential duration of five years. Pricing must be comprehensive, including janitorial services, all triple net costs, and utilities in a single monthly rate, with no advance payments or deposits permitted. Invoices must be submitted electronically through the U.S. Department of the Treasury’s Invoice Processing Platform by the last day of each month, and payment will only occur after services are rendered. All offerors must be currently registered in SAM.gov and comply with all applicable federal regulations, including FAR clauses 52.212-4 (with Alternate I), 52.203-17, and 52.252-2, as well as specific requirements under HSPD-12, OMB M-05-24, and FIPS 201 for personnel identification and access controls.
