The National Institute of Allergy and Infectious Diseases (NIAID) seeks to advance its mission by supporting four Clinical Trials Networks (CTNs) each comprised of a Leadership and Operations Center, Statistical and Data Management Center, and Laboratory Center (LC) working with Clinical Trials Units, to test prevention and treatment strategies and conduct implementation research designed to end the HIV epidemic. This NOFO will solicit applications for up to four LCs that will provide laboratory structure and technologies to one or more CTNs and conduct laboratory testing for Network trials, according to regulatory standards. The LC oversees site-affiliated clinical and specialized laboratories and ensures protocol-specified laboratory testing.  The LC will: 1) support sample integrity from collection to final testing/storage; 2) use appropriate laboratory data capturing management and tracking systems; 3) select, determine readiness, and approve laboratories; and 4) promote state-of-the-art laboratory assays. The LC will increase testing capacity to meet advances in prevention and treatment of HIV and HIV-related diseases.

Grant authorities that allow NIAID to forecast this opportunity are as follows: Sections 301 and 405 of the Public Health Service Act as amended (42 USC 241 and 284) and under Federal Regulations 42 CFR Part 52 and 2 CFR Part 200.

The contract term extends through November 30, 2031, with the possibility of extensions not exceeding the original term duration, beginning upon approval by the Connecticut Attorney General’s Office. Performance is centered in Connecticut, with all services, including specimen collection, handling, and reporting, required to be conducted in compliance with state and federal standards. The contractor must ensure electronic delivery of test results to existing Electronic Health Records and Electronic Medical Records systems, and all laboratory supplies for specimen collection—such as containers, packaging, transportation, and labeling—are to be provided at no additional cost to the state. Packaging and transport of infectious materials must strictly follow the U.S. Department of Transportation’s "Transporting Infectious Substances Safely" (2023 edition), and environmental impacts from packaging and disposal must be minimized. Pricing for all services is determined by a tiered methodology: the lower of the State Medicaid Fee Schedule with applicable CPT codes, the rates listed in Exhibit B for non-Medicaid tests, the Medicare Clinical Laboratory Fee Schedule if no State Medicaid rate exists, or 50% off the contractor’s regular commercial rate if none of the prior rates apply. Rates may be adjusted only once per calendar year, and billing for new tests not yet on the Medicaid schedule must use the 50% discount until a formal rate is established. Invoicing is required monthly by the 10th day following service provision, submitted both by mail and electronically in Excel format to the Connecticut Department of Correction, with mandatory inclusion of inmate identifiers, test names, Medicaid codes, and dates of service. Payment is made via ACH or P-Card within 45 days after month-end, contingent upon successful acceptance of deliverables and receipt of a compliant invoice. The contractor must be enrolled in ACH through the Office of the State Comptroller before submitting invoices.
