The contract is a sole-source acquisition for a Special Access Program Facility (SAPF) in Beavercreek, Ohio, to support the Secure Voice Service (SVS) operations of the Air Force Life Cycle Management Center’s HNJT-OL office. The facility must accommodate 44 personnel across eight teams and include dedicated office spaces, a secure communications room for two equipment racks, 1,500 square feet of IT equipment storage, a loading dock for hardware deliveries, and robust communication infrastructure. Each workspace must be equipped with six fiber drops, space for two PCs, three monitors, and two phones, along with a dedicated 2 GB commercial data circuit for remote system management. The facility must be fully accredited for handling Special Access Programs under Executive Order 13526 and Department of Defense directives, with access restricted to personnel who have undergone enhanced security adjudications and hold a formal “need to know” clearance. The contractor, Parallax Advanced Research, must provide immediate occupancy and manage all facility operations, including security, infrastructure, and IT support, without the ability to compete due to the unique and non-replicable nature of their accredited facility and pre-existing SAP integration. The contract has a three-year performance period from FY26 through FY28 with a ceiling value of $5 million, funded through Operations and Maintenance O&M 3400 dollars, and will be executed via task orders issued under a single-award framework. All services, inspections, and acceptance procedures are conducted at the off-base facility located at 4035 Colonel Glenn Highway, Beavercreek, Ohio, and no competitive evaluation factors are applied since the procurement is justified under 10 U.S.C. § 3204(a)(1) for lack of alternative sources.
