The Rockland County Department of Mental Health is seeking proposals to establish a Home-Based Crisis Intervention (HBCI) team aimed at providing short-term, intensive community-based services to children and families experiencing crises. The primary objective is to prevent unnecessary psychiatric hospitalizations through clinical interventions and case management, including referrals for long-term support. The selected provider will develop the team with support from RCDMH, ensuring readiness based on policy development, staffing, and community resource connections. The team must consist of four Mental Health Interventionists and one Clinical Supervisor, with a preference for bilingual staff in Spanish and/or Creole, and ideally Yiddish. The agency must demonstrate the capacity to serve 8 to 12 children or youth simultaneously while maintaining appropriate staffing levels. The contract, valued between $500,000 and $1,500,000, will initially span one year with four optional renewal years. Interested vendors must obtain official bid documents through the Bonfire system, with the response deadline set for July 11, 2024. A pre-proposal meeting is scheduled for June 13, 2024, via MS Teams. The program will serve various locations across New York State, and the procurement process is open to all qualified agencies, with no set-aside for service-disabled veteran-owned businesses. The project aims to enhance crisis intervention services statewide, supporting children and families in need of immediate, community-based mental health support.

SCOPE OF WORK   The Rockland County Department of Mental Health (RCDMH) is issuing a Request for Proposals (RFP) to select a provider for funding to create a Home-Based Crisis Intervention (HBCI) team.   This funding is intended to provide short-term intensive services to support children and families that are in need of community-based crisis intervention services. These services are provided with the aim of averting unnecessary psychiatric hospitalizations of children and youth. This goal is accomplished through clinical interventions with the youth and their family along with case management services, such as referrals to longer term services and supports.  HBCI team start-up will include RCDMH involvement to provide support around the development of teams. Teams will start based on RCDMH’s determination of readiness, which will be based on the development of the HBCI program’s policies and procedures, hiring of staff, and connection with community resources. HBCI teams must be comprised of four (4) Mental Health Interventionists and one (1) FTE Clinical Supervisor. Provider should look to recruit at least one Interventionist that is bilingual in Spanish and/or Creole, and optimally another who speaks Yiddish.  Agencies must demonstrate their capacity to provide HBCI services to 8 to 12 children/youth at a time and to maintain required staffing levels.
