The Homeless Housing and Assistance Program (HHAP), administered by the Homeless Housing and Assistance Corporation (HHAC) and the New York State Office of Temporary and Disability Assistance (OTDA), seeks applications for funding to support projects that acquire, construct, or rehabilitate housing for low-income individuals who are homeless or at risk of homelessness. Established under Chapter 61 of the Laws of 1983 and governed by Sections 41 through 44 of the Social Services Law, this state-funded initiative aims to increase the availability of permanent, stable housing for undomiciled persons in New York State. Eligible applicants include non-profit organizations, charitable groups, municipalities, and public corporations. Proposals are accepted on a rolling basis until funding is exhausted or the program is suspended, providing flexibility for applicants across all counties in New York State. The program requires a 25% Minority and Women-Owned Business Enterprise (MWBE) participation goal and a 6% contracting goal for Service-Disabled Veteran-Owned Businesses, although it does not have a specific set-aside. This open-ended solicitation does not specify a contract term and encourages continued submissions. A broad range of entities that have previously secured similar funding includes housing development corporations, community service organizations, veteran support groups, and faith-based institutions. Interested applicants can access full details and application materials on the OTDA website, with Michael Washburn serving as the primary contact for inquiries.
