THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH REVOLUTIONARY FEDERAL OVERHAUL (RFO) 5.2


"SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with IHC America Inc, for Hopper Weir Overflow and Door Cylinder Procurement. The statutory authority for this non-competitive acquisition is 10 U.S.C 3204(a)(1) as implemented by FAR 6.103-1(b), Only one responsible source.


The Dredge Essayons uses an IHC system for dredge loading and unloading of the hopper.  This system uses proprietary engineered hydraulic cylinders for the weir overflow and hopper door actuation manufactured by IHC America Inc.  These cylinders are designed and manufactured specifically for this mission critical purpose.  It is imperative that this system functions correctly to achieve the mission and protect the safety of the vessel. The Government has previously procured replacements from IHC June 2017.


The contractor shall provide two (2) new Weir Overflow hydraulic cylinders and two Bottom Door hydraulic cylinders.


  • Provide two (2) new IHC Overflow Cylinders (Part #110015286) VDW 220/140-3277 BD-DS per Essayons IHC drawing E-2505-12.
  • Provide two (2) new IHC Door Cylinders (Part #110015287) VDW 225/110-1425 FD-DS per Essayons IHC drawing E-1750-6.

Testing: Weir Overflow cylinder factory tested to 225 bar.  Bottom Door cylinder factory tested to 330 bar.


Final inspection and acceptance will be completed at the USACE District Warehouse located at 8010 NW St Helens Rd, Portland OR, 97210. Delivery of parts are to occur no later than April 15, 2027.
 


A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 333995 – Fluid Power Cylinder and Actuator Manufacturing. The size standard is 750 employees for the NAICS code defined by the U.S. Small Business Administration.
