AI Contract Overview

The Arnold Engineering Development Complex at Arnold Air Force Base, Tennessee, intends to award a sole-source purchase order to Phillips Corporation for one HAAS horizontal CNC lathe under a firm fixed-price contract, leveraging restricted competition due to the unique compatibility requirements with existing AEDC infrastructure, including operator training, programming software, and tooling. Market research conducted through three Requests for Information and a Sources Sought notice on SAM.gov confirmed that no other source can satisfy the requirement, and Phillips Corporation is the sole authorized federal reseller for HAAS equipment. This procurement is conducted under simplified acquisition procedures per FAR 12.102(a) and 12.201-1, as the value is at or below the simplified acquisition threshold, and the Contracting Officer has documented the justification for single-source competition. The solicitation is designated as a total small business set-aside under NAICS code 333517, with a size standard of 500 employees, and all responses are due electronically by 10:00 AM CDT on Thursday, 21 May 2026. If no favorable responses are received, the contract will be negotiated directly with Phillips Corporation. The lathe must be delivered FOB destination to Arnold Air Force Base within 10 weeks of award, with all packaging and labeling conforming to specified requirements including Defense Contract Administration Activity Code, delivery address, and point of contact. The Government will inspect and accept the equipment upon delivery at the designated DoDAAC, and payment will be processed electronically through Wide Area WorkFlow in accordance with contract clause 252.232-7006. The solicitation incorporates numerous FAR and DFARS clauses related to commercial item acquisition, small business set-asides, cybersecurity, labor practices, supply chain restrictions including prohibitions on Xinjiang-sourced goods and covered defense telecommunications equipment, whistleblower protections, and subcontracting safeguards. Offerors must provide their Unique Entity Identifier and CAGE code, confirm they are an authorized HAAS reseller, and submit documentation proving technical compliance with the specified lathe requirements outlined in Attachment 1. The basis of award is expected to follow a Lowest Price Technically Acceptable methodology, though the Government reserves the right to select a non-lowest-priced offer. No formal evaluation weights or risk ratings are specified, and the decision to award without competition remains solely within the Government’s discretion.

The Arnold Engineering Development Complex (AEDC) located at Arnold AFB, TN intends to solicit and award a purchase order leveraging restricted competition to Phillips Corporation (CAGE Code 3MPQ0).

The Government requires one brand name only HAAS horizontal CNC lathe. See the specification attachment for additional details on the HAAS horizontal CNC lathe. NAICS code 333310, Commercial and Service Industry Machinery Manufacturing will be used for this procurement.

The Government requires a HAAS brand lathe to ensure compatibility with existing AEDC infrastructure, including current operator knowledge, programming software, and existing compatible tooling. Market research, including three Requests for Information (RFIs) on GSA and a Sources Sought notice on SAM.gov, confirmed that the requirement cannot be met by existing Government-wide contracts and that Phillips Corporation is the only authorized HAAS reseller for the Federal Government.

In accordance with FAR RFO 12.102(a) for acquisitions valued at or below the simplified acquisition threshold (SAT), the Contracting Officer has documented the decision that only one source is available and the basis for that decision. Utilizing simplified procedures pursuant to FAR RFO 12.201-1, the Government intends to solicit and negotiate directly with Phillips Corporation.

This notice of intent is not a request for competitive quotes. However, the Government will consider all responses received electronically by 10:00AM CDT on Thursday, 21 May 2026.

A determination by the Government to not compete this requirement based upon responses to this notice is solely within the discretion of the Government. The information received may only be considered to determine whether to conduct a competitive procurement.

All questions and comments should be addressed to Ms. Paytonne Szatkowski Contract Specialist, at paytonne.szatkowski@us.af.mil and Ms. Erica Anglin, Contracting Officer at erica.anglin@us.af.mil.

If no favorable responses are received by the date mentioned above, a contract will be negotiated with the above-named source.

Request for Whitepaper - AEDC Facility Digital Twins and Predictive Analytics
Solicitation # FA910126RWP-DigitalTwins
The Department of the Air Force is seeking innovative solutions through a Request for Whitepapers to establish an Other Transaction Agreement under 10 U.S.C. 4022 for the Arnold Engineering Development Complex (AEDC). The primary objective is to modernize facility documentation by creating high-fidelity, as-built 3D digital twins and predictive analytics for critical test infrastructure. The program begins in Fiscal Year 2027 with an initial prototype phase focusing on the Von Karman Gas Dynamics Facility, covering approximately 260,000 square feet of footprint and 1,040,000 square feet of scan area, with plans to eventually scale to over 2.5 million square feet across the complex. Technical requirements specify engineering-grade models with a minimum Level of Detail (LOD) 350, though LOD 400 is highly desired for primary connection points. Deliverables must maintain a dimensional accuracy of +/- 1/4 inch, globally referenced to project survey control, and utilize Autodesk Revit for architectural/structural models and Autodesk Plant PDM for intelligent process models. All work must be performed within the continental United States, and performers must comply with strict cybersecurity standards, including NIST SP 800-171 and CMMC Level 2 self-assessment. The agreement is not a standard procurement contract and is not subject to the Federal Acquisition Regulation. Instead, it utilizes a milestone-based, firm-fixed price structure for the base phase. Evaluation of submissions will be based on technical merit, innovation, program management, and risk. Eligible participants must certify as small businesses or nontraditional defense contractors. The submission deadline for whitepapers is October 8, 2026, and a site visit is scheduled for September 30, 2026.

RWP Independent Air Supply
Solicitation # FA9101269IAS
The Arnold Engineering Development Complex at Arnold Air Force Base, Tennessee, is seeking white papers for the Independent Air Supply project under the authority of 10 U.S.C. section 4022. The objective is to establish a secondary, dedicated, and conditioned air supply for an existing test cell. The scope of work includes the demolition of existing equipment and the design, procurement, fabrication, and installation of a system featuring at least four modular compressor units, dryers, heaters, expansion turbines, and a final mixing chamber. The system must integrate with base utilities and utilize a local control network featuring Emerson RX3i PLCs, Proficy Machine Edition programming, and a Simplicity HMI interface capable of supporting simultaneous unclassified and classified operations. The government may award up to two prototype agreements, with a preference for base milestone pricing around 250,000 dollars, though this is not a strict ceiling. All final engineering drawings and analyses must be stamped by a Professional Engineer licensed in Tennessee, and air purity must comply with ISO 8573-1 Class 1P. Evaluation of submissions will involve a go/no-go compliance check followed by a qualitative review of technical capability, schedule feasibility, and cost realism. The submission deadline for white papers has been extended to September 23, 2026. Interested parties must verify their CAGE code, Joint Certification Program, and CMMC status to access export-controlled Distribution D documents.
