The Department of National Defence is seeking a firm-price procurement of 150 nonmetallic hoses, part number 06-3231-00, manufactured by SEMCO MARITIME A/S with NCAGE code R1539, for delivery to CFB Halifax and CFB Esquimalt, 75 units to each location. The hoses are required for integration into the Damage Control Monitoring and Alarm System and Halon Fire Suppression System on HFX Class Ships, and must conform to NSN 4210-22-2562571 and the latest revision of applicable drawings and specifications. Only Canadian suppliers are eligible to bid, and the solicitation is restricted under a Canadian Content preference. Equivalent or substitute products may be proposed but must demonstrate full equivalency in form, fit, function, quality, and performance, ensure complete interchangeability and interoperability with existing Canadian equipment, and not compromise third-party warranties. All items must be new production from the principal manufacturer or its accredited agent and must retain at least 75% of the authorized 84-month shelf life at time of delivery. Packaging must comply with Canadian Forces specification D-LM-008-030/SF-001 and include detailed markings such as specification number, manufacturer name, cure date, manufacture date, and shelf-life expiration date. Bar code labeling is mandatory using UCC/EAN-128 symbology with Application Identifiers 241 for PSCN or 7001 for NSN, accompanied by human-readable interpretation below the barcode, and must remain legible for the item's expected life in accordance with DND standard D-02-002-001/SG-001. Proposals must meet mandatory pass/fail criteria including correct Part Number and NCAGE identification, and must be submitted via the PWGSC Bid Receiving Unit using the CPC Connect electronic system no later than June 17, 2026, at 14:00 HAE. Bids must be structured into three sections—Technical, Financial, and Certifications—with no pricing allowed outside the Financial section. Certification requirements include a Declaration of Convicted Offences, compliance with the Ineligibility and Suspension Policy disclosure provisions, and affirmation of non-affiliation under the Competition Act, as well as certification of non-inclusion on the Federal Contractors Program’s Limited Eligibility to Bid list.
