The Defense Advanced Research Projects Agency is awarding a sole-source modification to the University of Michigan under the Ice Control for Cold Environments program. This initiative aims to address extreme cold weather operational challenges by developing and optimizing biologically sourced or inspired molecules to control ice crystallization, propagation, and adhesion. This specific action transitions the project into Phase III, focusing on the formulation, testing, and scale-up of these ice-modulating molecules. The procurement is being conducted as other than full and open competition under FAR 6.302-1 and 10 U.S.C. 3204(a)(1), as the current contractor is deemed the only responsible source capable of satisfying requirements due to their unique scientific progress and proprietary data. The Phase III award is a Cost-No Fee contract with an estimated value not to exceed 5 million dollars and a performance period of 12 months. The work will be performed in Ann Arbor, Michigan.

Full Description

The Ice Control for cold Environments (ICE) program BAA was solicited on August 15, 2022, for the purpose of seeking to develop solutions for extreme cold weather DoW operational challenges by discovering and optimizing biologically sourced or inspired molecules to enable tuned inhibition or nucleation of ice crystallization, propagation, and adhesion. The ICE BAA was solicited for Phase I and Phase II with a notional Phase III that was to be solicited at a later date.

This justification provides the rationale for awarding a sole-source modification to the current Phase II contractor, to continue this work into Phase III under the authority of FAR 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

Intrinsic Market Resilience (IMR)
Solicitation # DARPA-PS-26-138
The Intrinsic Market Resilience (IMR) program, solicited by the DARPA Information Processing Techniques Office under DARPA-PS-26-138, is a 32-month initiative spanning Fiscal Years 2027 through 2029. The program aims to protect essential U.S. economic sectors from systemic risks and adversarial attacks targeting the public interfaces of modern electronic markets. By combining Large Language Model (LLM) automation with rigorous mathematical modeling, IMR seeks to develop tools that automatically translate informal regulatory and technical specifications into formal models to identify hidden weaknesses and recommend structural repairs. The work is divided into three technical areas: TA1 focuses on modeling and analysis, TA2 on resiliency and repair, and TA3 on establishing test and evaluation frameworks to validate the outputs of the first two areas. This procurement is conducted as an Other Transaction (OT) for Prototype Agreement under 10 U.S.C. 4022, with anticipated award ranges of 4.5 to 5 million dollars for TA1, 2.5 to 3 million dollars for TA2, and 5 to 6.5 million dollars for TA3. Eligible participants include small businesses, nonprofit research institutions, and nontraditional defense contractors. Proposers must adhere to strict security requirements, including CMMC Level 1 compliance at award and CMMC Level 2 status or a detailed compliance plan. All information must be handled according to NIST 800-171 and DFARS 252.204-7012 standards. Evaluation is based on technical approach, qualifications, technology transition viability, price, and security, with a particular emphasis on innovation and the feasibility of the proposed technical solution.
