Hillsborough County is proposing a contract modification to an existing noncompetitive agreement with Huber Technology, Inc., increasing the contract value by $100,000, from $493,187.50 to $593,187.50, to ensure uninterrupted services for the Water Resources Department. This adjustment is justified under the County’s procurement policy as the required materials and services are only reasonably obtainable from Huber Technology, Inc., due to the need for maintaining equipment compatibility and interchangeability. The County retains the flexibility to extend the contract duration, modify the scope of work, and adjust the award amount based on evolving needs and conditions. Stakeholders who believe they can provide comparable goods and services are invited to submit supporting information to challenge the sole source designation by the specified deadline of November 15, 2024. All challenges must be directed through the designated communication channels, and the County will review submissions to determine if genuine competition exists. This process ensures transparency and fairness in the procurement, with the potential for further adjustments to the contract scope and value as necessary.

Full Description

Hillsborough County intends to recommend a contract modification to an existing noncompetitive contract (20651) with Huber Technology, Inc., increasing contract amount by $100,000.00, from $493,187.50 to $593,187.50 for the Water Resources Department. This modification is requested to ensure continuity of services through the end of the agreement term. This procurement is being made in accordance with Sections 3-208(2)(8) of the County’s Procurement Policy as the particular items and services are required to maintain interchangeability and compatibility of the existing equipment, and the material and services are the subject of a contract modification only reasonably available from one (1) source, therefore it would not be practical to engage another vendor. The County reserves the right to extend the time period further, adjust the scope of services in response to changing conditions and updated requirements, and increase the resulting award accordingly. Contractors who believe that they can provide goods and services that are substantially and materially the same as those identified in the attached Huber Technology, Inc., Product and Services Offerings and modification, must submit clear and convincing information to support a challenge the intended award. Challenges to this notice must be received no later than the Close Date of the Sole Source (SS) Project and must be directed to the primary contact listed above using the “messages” section in Bonfire for this particular procurement. After this date, an award will be made. The County will review properly submitted challenges (responses) to determine whether bona fide competition exists.

Computer Assisted Mass Appraisal (CAMA) System
Solicitation # RFI-27-00004
The Hillsborough County Property Appraiser is conducting market research through Request for Information RFI-27-00004 to identify experienced vendors and Florida-compliant Computer Assisted Mass Appraisal (CAMA) platforms. The primary objective is to replace the agency's legacy CustomCAMA software with a modern system capable of supporting core appraisal business functions, including Income Approach valuation, Multiple Regression Analysis, and condominium management. This initiative is purely exploratory for informational and planning purposes and does not constitute a formal solicitation or a commitment to award a contract. Key technical requirements include native integration with Esri ArcGIS software, support for Google Street View, Picometry, and Near Map, and the use of cloud hosting models. The system must strictly adhere to Florida Statutes, specifically regarding Save Our Homes caps and TRIM processing. Security is a critical priority, requiring all data and backup centers to be located within the continental United States, support for SAML 2.0 / Azure AD for Single Sign-On and Multi-Factor Authentication, and rigorous data privacy controls. These controls must include role-based access and automated redaction to comply with Florida Chapter 119 confidentiality and exemption rules. Responses are due by November 6, 2026.
