Hunting Blinds

The U.S. Secret Service, under the Department of Homeland Security, is seeking commercial hunting blinds through a full and open Request for Quote (RFQ) under solicitation number 70US0926Q70092737, issued in accordance with FAR Subpart 12.6. The procurement is for 15 six-foot octagon hunting blinds, known as "The Watch Tower," each equipped with pressure-treated floor joists, 5/8-inch wood flooring with carpet, a painted Smartside exterior with a 50-year warranty, 7-foot leaning side walls, and a lockable entry door. Accompanying items include 15 solar power packs with solar panels and battery units, 15 two-foot accessory shelves, 15 window shades with mounting screws, and necessary installation services including setup on the property at 23080 Wolver Hill Ln., Middleburg, Virginia. One lift rental and one installation and delivery service are also required. The contract type is Firm Fixed Price, and award will be made based on the Lowest Price Technically Acceptable (LPTA) methodology, with technical acceptability determined by strict adherence to all specifications outlined in the Statement of Work, including requirements for security, weather resistance, sound suppression, and insulation. The response deadline is June 15, 2026, with anticipated delivery by June 19, 2026, and the North American Industry Classification System code is 337920 for Blind and Shade Manufacturing. Quotes must be submitted electronically to Jade Gaston at jade.gaston@usss.dhs.gov and must include a completed copy of FAR 52.212-3, Offeror Representations and Certifications for Commercial Products and Services. Offerors must self-certify they are not suspended or debarred, and must represent whether they provide covered telecommunications equipment or services, as required by Federal regulations. All deliverables must be coordinated with the Contracting Officer’s Representative or Office Point of Contact prior to delivery, with the contractor responsible for loading, unloading, and installation. Delivery must comply with minimum clearance requirements of two feet wider than the structure and require an unobstructed path from the roadside. Invoicing must be submitted through the Invoice Processing Platform (IPP), unless otherwise authorized in writing by the Contracting Officer, and must comply with FAR 32.905(b). The contract incorporates numerous FAR clauses including 52
