HVAC Chiller Overhauls- CHOT & NSCEP locations

The Central Florida Tourism Oversight District is soliciting turnkey services for the overhaul of Carrier centrifugal chillers at the Contemporary Hotel Energy Plant (CHOT) and North Studios Central Energy Plant (NSCEP). The scope of work specifically involves the overhaul of motors, compressors, and condenser tubes for Carrier Model 19XR7270 and 19CB8941XX chillers. Key deliverables include motor restoration to OEM specifications via Xcel Motor Repair, compressor refurbishment including refrigerant recovery and internal evaluation, and condenser tube Eddy Current Testing (ECT) and retubing. The project requires a comprehensive quality control program, detailed reporting on all findings and tolerances, and final operational testing and alignment, with an estimated completion date of February 26, 2027. To be eligible, bidders must hold a current State of Florida Mechanical Contractor License and demonstrate at least five years of experience with Carrier centrifugal chillers, including three comparable projects from the last five years, one of which must involve a chiller rated at 2,000 tons or more. Bidders must provide OEM certifications, resumes for key personnel, and a complete subcontractor list. The award will be granted to the lowest responsive and responsible bidder. Contractors must adhere to strict safety protocols, including Reedy Creek Energy Services' Lock Out Tag Out (LOTO) and confined space requirements, and must maintain comprehensive insurance coverage and performance and payment bonds. Additional compliance requirements include certifying no conflict of interest, affirming no involvement with foreign countries of concern, and adhering to ADA and Florida environmental regulations for hazardous waste packaging.
