This requirement is a total Service-Disabled Veteran-Owned Small Business set-aside for the installation of six HVAC units ranging from 2 to 15 tons at Building 4534 on Seymour Johnson Air Force Base in North Carolina. The work involves full removal and disposal of existing units and installation of new units along with all necessary ancillary components such as controls, thermostats, electrical wiring, ductwork, refrigerant lines, and insulation to ensure proper system operation. The solicitation uses NAICS code 238220 with a size standard of $19 million, and award will be based on a trade-off between past performance and price, not a lowest-priced technically acceptable approach. The requirement is currently unfunded, with an anticipated award date no later than September 30, 2026. Proposals must be submitted by July 15, 2026, and are open only to eligible SDVOSBs who can self-certify their status under federal regulations. The contracting office is the 4th Contracting Squadron based at Seymour Johnson AFB with designated points of contact for inquiries. Performance will occur entirely at the specified facility, and acceptance will be based on operational verification of the installed systems. No detailed pricing, contract type, or specific technical standards are provided in the presolicitation, nor are packaging, inspection criteria, or clause requirements explicitly outlined, though the process follows standard federal procurement procedures under RFO 12.201-1(c)(2). All submissions must come through appropriate government channels with full compliance to SDVOSB eligibility requirements.
