Managed by the Department of Defense, this effort utilizes Other Transaction Agreements (OTAs) and follows a two-phase structure. Phase 1 focuses on a government-sponsored prototype demonstration at Talisman Sabre 2027 in August 2027, with options for the government to acquire additional prototype units, new equipment training, and contractor logistics support. Phase 2 involves maturing selected solutions into a production-representative configuration integrated into a common CAML architecture. The procurement process begins with a Request for Solutions Brief to identify meritorious respondents, who will then be invited to submit a Request for Prototype Proposal. Key technical requirements include the use of a Modular Open Systems Approach (MOSA) to ensure interchangeable modules and common interfaces. Performers are required to assume full responsibility for international logistics and compliance for the Phase 1 demonstration and must adhere to minimum Right to Repair requirements as a condition of award. Selection for Phase 1 is based on the feasibility of the maturation path and the technical soundness of the approach, while subsequent option exercises will prioritize speed of delivery, technical performance, property rights, and the right to repair. Phase 1 OTA awards are expected by December 18, 2026, with a firm-fixed-price payment structure split between award and demonstration completion.
