20--HATCH,MARINE, IN REPAIR/MODIFICATION OF
Solicitation # N0010426RDB49
Solicitation N0010426RDB49 is a firm-fixed-price request for proposal issued by NAVSUP Weapon Systems Support Mechanicsburg for the repair of Marine Hatches (NIIN 013455961). The government is seeking a Repair Turnaround Time (RTAT) of 100 days, and this metric will be used as a key factor in the source selection evaluation. The award will be made to a single eligible and responsible offeror based on the most advantageous offer, with past performance weighted as more important than price. Failure to meet the established RTAT will result in a price reduction per unit per month, to be implemented via a reconciliation modification. The scope of work requires all repairs to be performed according to the contractor's standard practices and original manufacturer specifications, with mandatory Government Source Inspection (GSI). Technical requirements include physical identification per MIL-STD-130 and soldering compliance with IPC J-STD-001 Class 3. Packaging must adhere to MIL-STD-2073, with specific levels based on whether the destination is CONUS or OCONUS. Freight is handled by the Navy as FOB Origin under the Commercial Asset Visibility (CAV) Statement of Work. Administrative requirements include the use of Wide Area Workflow (WAWF) for invoicing and receiving reports. Offerors must provide a completed full text version of FAR 52.209-13 and proof of being an authorized distributor of the original manufacturer's item. The solicitation has been amended to extend the offer due date to November 10, 2026, and to remove certain Affirmative Action and Non-Segregated Facilities certifications in accordance with Executive Order 14173.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
