I-405 from Wilmington Avenue to Main Street Improvements Project

The Los Angeles County Metropolitan Transportation Authority, in cooperation with Caltrans District 7 and the South Bay Cities Council of Governments, is implementing the I-405 from Wilmington Avenue to Main Street Improvements Project in Carson, California. The project focuses on enhancing freeway operations and safety between postmile 9.6 and 12.6 by adding auxiliary lanes to improve weaving, merging, and diverging operations. Additionally, the project will incorporate Transportation System Management and Transportation Demand Management elements to create a Complete Streets environment that improves mobility, accessibility, and connectivity for all transportation modes. The project is currently in the environmental review phase, utilizing a joint NEPA and CEQA compliance process. Key deliverables include the development of a Transportation Management Plan, the relocation of disturbed utility lines, and strict adherence to stormwater pollution prevention and hazardous materials handling protocols. Contractors must comply with Caltrans Standard Specifications and South Coast Air Quality Management District rules, including the use of Tier 4 emissions-compliant engines for off-road equipment. Environmental oversight is managed by Caltrans District 7, with Rocky Rojas serving as a primary point of contact. Public comments and submissions regarding the draft environmental reports are due by September 21, 2026.
