I-5 Ramp Pavement Rehab on Southbound I-5 Aliso Creek Rest Area Onramp

Caltrans District 11 is proposing a pavement rehabilitation project for the southbound I-5 Aliso Creek Rest Area Onramp at postmile R59.8 in San Diego County. The primary objective is to improve traffic safety by removing 0.2 feet of existing asphalt and replacing it with 0.2 feet of Rubberized Hot Mix Asphalt. The scope of work includes grinding existing pavement, tack coating, paving with RHMA, fog sealing, dike installation, striping, and the installation of pavement markers. All activities will be performed within the existing ramp pavement and Caltrans right-of-way, adhering to the 2024 Standard Plans and Standard Specifications. The project is classified as a forecast under NAICS code 237310 and has been determined to be categorically exempt under CEQA Section 15301 and NEPA regulations, as it involves basic repair and maintenance with no anticipated significant environmental impacts. Temporary staging is permitted within the rest area for a maximum of four days, provided that Best Management Practices such as plastic tarps are utilized. No alterations to drainage systems, slopes, or vegetation are expected.
