AFLCMC/C3IBK hereby awards on a sole source basis, an indefinite Quantity - Indefinite Delivery type contract for the sustainment and modernization of the Integrated Broadcast Service Enterprise Service (IBS-ES) program to include the United States Government and Collaborating Nations (CNs) as directed by the IBS Program Office.  Requirements include the sustainment, maintenance, and development of software for the IBS system and associated tools.


This acquisition is awarded sole source to The Mission Essential Corporation (CAGE: 3QKA8).  The period of performance is 20 January 2026 – 19 July 2031 (three one-year ordering periods, two (2) one-year options, and an option to extend up to six months).  The applicable NAICS code is 541330.


The authority for this requirement is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.


The instant contract is an Indefinite Quantity - Indefinite Delivery type instrument with provisions for Firm-Fixed Priced, and Cost Reimbursement- No-Fee contract line-item numbers (CLINs).  Solicitation FA8555-25-R-002 was issued on 5 February 2025.
