IBS-ES Sustainment

The Department of the Air Force, through the Air Force Life Cycle Management Center (AFLCMC/C3IBK), has awarded a sole-source Indefinite Delivery - Indefinite Quantity (IDIQ) contract to The Mission Essential Corporation (CAGE: 3QKA8) for the sustainment and modernization of the Integrated Broadcast Service Enterprise Service (IBS-ES) program. This effort supports the United States Government and Collaborating Nations, focusing on the maintenance, development, and software engineering of the IBS system and associated tools. The contract is authorized under FAR 6.302-1 and 10 U.S.C. 2304(c)(1) as Mission Essential Group is identified as the only responsible source capable of avoiding unacceptable delays and providing the necessary technical data. The period of performance runs from January 20, 2026, through July 19, 2031, consisting of three one-year ordering periods, two one-year options, and a final six-month extension option. Performance is primarily based in Fairfax, Virginia, with administrative oversight from Robins Air Force Base, Georgia. The contract utilizes both Firm-Fixed Price and Cost Reimbursement - No Fee CLINs. A critical objective of this acquisition is the delivery of a comprehensive Technical Data Package (TDP) in digital model space format per DoDI 5000.97, granting the government unlimited data rights to source code and design documentation to enable future competition. Scope of work includes cybersecurity, configuration management, and the transition of testing and integration from the contractor's lab to a government-owned facility.
