The U.S. Government is seeking information from small businesses regarding a potential requirement for 14 ice machines operating at 208-230v/60hz/3ph and seven associated ice collecting bins to be installed at the Cadet Mess at West Point, New York. This sources sought notice is issued to determine if sufficient small business interest exists to justify a total small business set-aside under FAR 19.5, with the applicable NAICS code 312113 for ice manufacturing and a size standard of 750 employees. Participation is voluntary, and responses must include firm details, small business certifications, interest in prime or subcontracting roles, past performance on similar projects, pricing and commercial availability data, and recommendations to enhance competition. No quotes, bids, or proposals are being solicited at this time, and the government will not compensate respondents for any costs incurred in providing information. The notice emphasizes the need for responses by July 6, 2017, and underscores that failure to receive adequate responses from two or more qualified small businesses may prevent the requirement from being set aside. Respondents are encouraged to include details on teaming arrangements, certifications such as 8(a), SDB, HUBZone, SDVOSB, or WOSB, and insights into whether the specifications may unnecessarily restrict competition. The contracting office advises potential offerors to monitor the Governmentwide Point of Entry for future solicitation postings and to contact the MICC Advocate for Competition directly with concerns about competitive barriers. All submissions become government property and will not be returned, and this notice does not obligate the government to proceed with a procurement.
