IFB 27-002 - UMass Transit Facility LED Lighting Replacement Project

The Pioneer Valley Transit Authority (PVTA) is soliciting sealed bids from qualified electrical contractors for the LED Lighting Replacement Project (IFB 27-002) at its UMass Transit Facility and RTIC Building in Amherst, Massachusetts. The project involves the removal and disposal of 174 existing fixtures and the installation of specified LED replacements, including 112 fixtures in the RTIC Building and 62 in the Transit Building. The contractor is responsible for furnishing all materials, hardware, and manlifts, obtaining necessary permits and inspections, and completing paperwork for Mass Save energy rebates. All work must be completed within six weeks of the purchase order and notice-to-proceed, and is subject to a one-year workmanship warranty in addition to the manufacturer's warranty. Bidders must submit a lump-sum price along with unit pricing for additional replacements, a five percent bid deposit, three professional references, and a proposed construction schedule. Required certifications include eligibility, non-collusion, and Massachusetts statutory bid certifications. The project mandates the use of licensed Massachusetts electricians and adherence to the higher of the state certified prevailing wage or Davis-Bacon federal wage rates. Additionally, the successful contractor must provide a performance guarantee for 100 percent of the contract value and comply with the Build America Buy America Act and federal nondiscrimination laws.
