IFB BSO, FMU-26-01 Recycling Services

The California Department of Consumer Affairs, Business Services Office, Facilities Management Unit, is soliciting bids for recycling services under Invitation for Bid BSO, FMU-26-01, with a contract term running from September 1, 2026, through August 31, 2029. The contractor will be responsible for collecting and processing recyclable materials—including white paper, mixed paper, and newspapers—from designated DCA facilities, utilizing both in-house and dockside collection locations as outlined in Exhibit A, Attachment I. The contractor must provide all necessary personnel, maintain state-owned collection bins in a safe and presentable condition, and ensure all vehicles and equipment meet state and local regulations. Dockside containers must range in size from 0.8 to 40 cubic yards, and all services must be performed Monday through Friday, 8:00 a.m. to 5:00 p.m., excluding holidays. The bid submission deadline is July 7, 2026, at 12:00 p.m., with mandatory site inspections scheduled for June 23 and 24, 2026, at 9:00 a.m.; failure to attend will result in bid rejection. All bids must be submitted in sealed envelopes clearly labeled and sent either electronically to Priscilla Navarro or physically to the specified Sacramento address. The contract will be awarded on a lowest-price basis to the responsive and responsible bidder with the lowest average Agreement Total as submitted on the Bidder Cost Sheet, with tiebreakers resolved by a publicly observed coin toss. Small businesses receive a five percent preference, and non-small businesses that subcontract at least twenty-five percent of the net bid price to small businesses also receive a five percent preference. Bidders must comply with all California-specific legal and regulatory requirements, including holding a valid business license, meeting all health and safety standards, maintaining liability insurance with employer’s liability limits of $1,000,000 and vehicle coverage including a waiver of subrogation in favor of the State, and adhering to the Darfur Contracting Act of 2008, the Americans with Disabilities Act, the Sweatshop-Free Code of Conduct, and the State Air Resources Board regulations.
