IFB ST269005 South STAR Professional Cleaning Services

The California Department of Developmental Services is seeking professional cleaning services for four rented apartment units in Costa Mesa, California, utilized as office space for the Foster Grandparent Program and South STAR Community Crisis homes. The Contractor must provide all labor, supervision, equipment, and supplies necessary to perform regularly scheduled cleaning in a manner appropriate for an office environment within a residential setting, ensuring a clean, safe, and sanitary workspace at all times. The work locations include two studio units and two multi-bedroom apartments, with weekly tasks such as disinfecting kitchen surfaces and cleaning appliances, and bi-weekly tasks including bathroom disinfection, dusting, floor maintenance, and window cleaning. The State provides paper towels, toilet paper, hand soap, and wastebasket liners; all other supplies are the Contractor’s responsibility. The contract period begins August 1, 2026, and runs through July 31, 2027, with an option for two one-year renewals at original bid rates. Performance must be completed within the contract term, and no work may begin until the agreement is fully executed. All previously performed work prior to execution is considered a donation to the State and will not be compensated. Bids are evaluated on responsiveness and responsibility, with award going to the lowest total rate submitted on Attachment 3 – Cost Worksheet. A DVBE incentive of one to five percent may be applied to the winning bid. All proposals must be submitted in PDF format via email or sealed mail by June 25, 2026, to Jonathan Louie at DDS, with mandatory attachments including the Bidder Certification Sheet, Cost Worksheet, Contractor Point of Contact, and numerous compliance certifications such as the California Civil Rights Laws Certification, DVBE status documentation, and Darfur Contracting Act Compliance. Contractors must maintain general liability and workers’ compensation insurance, ensure all personnel have no prior government employment or contractual ties, and complete safety orientation upon assignment. Payment is made in arrears within 45 days upon submission of a monthly invoice via email to HQTrustOffice@dds.ca.gov, accompanied by signed cleaning checklists from Exhibits A-Attachments 1 and 2, service dates, and the amount due. Contractors must also submit a monthly report detailing each covered employee’s name, hours worked, and itemized wages and benefits paid under generally accepted accounting principles. All workforce records and certifications must be retained for three years post-contract.
