The U.S. Energy Information Administration (EIA) intends to award a sole source contract to IMG-Crown Energy Services Joint Venture for the 2015 Residential Energy Consumption Survey (RECS), specifically for household and rental agent surveys. The contract will be executed under the Enterprise Omnibus Procurement III (EOP III), utilizing a Cost-Plus-Fixed-Fee, Indefinite Delivery/Indefinite Quantity structure, with the task order DE-DT0008172. This procurement is mandated by Congress to conduct a full life-cycle data collection for the 2015 RECS, aiming to meet specific precision targets for the Relative Standard Error (RSE). To enhance survey completion rates, the contract includes expanding data collection modes beyond the original computer-assisted personal interviews (CAPI) to include internet and paper-based methods. This sole source action falls under NAICS code 518210, which pertains to Data Processing, Hosting, and Related Services, with a business size standard of $32.5 million. The agency seeks a waiver from competitive bidding under federal acquisition regulations due to the urgency of the requirement and the risk of unacceptable delays if a competitive process is followed. While this notice signals sole source intent, other EOP III contract holders may submit statements of capability, technical proposals, or exceptions within 15 days of the posting to express interest. The anticipated award was scheduled for February 2016. The government retains discretion over whether to proceed without competition based on any responses received.
