The Saint Paul District of the Mississippi Valley Division requires professional data recovery services for a failed five-disk RAID 5 hard drive array from a Dell PowerEdge R710 server running Windows Server 2008 R2. The array consists of five 1 TB Samsung SATA drives containing approximately 1.2 TB of corporate business data. While Disk 1 is the primary failed drive, Disk 0 is also suspected of having issues. The contractor is responsible for coordinating the transport of the drives from the Saint Paul District Office to their facility for a comprehensive evaluation of data recoverability and a cost estimate. The project is structured in phases, beginning with an initial assessment due within 10 days of contract award. Actual recovery efforts, including any destructive clean room methods, require explicit government authorization. Upon approval, the contractor must retrieve all possible files and directory structures, delivering them on a contractor-furnished external USB hard drive. The final delivery of recovered data must occur within two weeks of the government exercising the recovery option. This total small business set-aside contract, solicitation number W912ES-16-T-0033, mandates that all original drives and the delivery media become government property upon acceptance.
