Joint Region Marianas Audio Visual (AV) Refresh
Solicitation # N6264926QH044
Solicitation N6264926QH044 is a total small business set-aside for an audio visual refresh of the Building 200 Flag Conference Room at Joint Region Marianas in Piti, Guam. The objective is to upgrade primary display and audio capabilities while ensuring dependable presentation connectivity for NIPRNet and SIPRNet government computers. The project requires the integration of new components with existing government-furnished equipment, including the secure video teleconference codec, cameras, and control panels. The period of performance is scheduled from September 28, 2026, to December 31, 2026. The contract is a firm-fixed-price award based on a best value trade-off process. Evaluation is divided into three factors, with technical capability and past performance combined being more important than price. Technical proposals must include a high-level strategy, system architecture diagrams, an execution plan with a disruption mitigation strategy, and integration details. Past performance is evaluated based on relevance to military or secure federal facilities within the last five years. The scope of work is divided into five CLINs covering project coordination, equipment installation, programming, system validation, and the removal of old property. Submission requires two separate volumes via email: a technical and past performance volume limited to 23 pages, and a pricing volume. All invoicing must be processed through the Wide Area WorkFlow system. The procurement includes specific requirements for U.S. citizenship and security clearances for personnel accessing the site, and adheres to the Service Contract Labor Standards for Guam. Amendment 0001 updated the performance work statement regarding equipment reuse and incorporated the conference room floor layout.

The National Oceanic and Atmospheric Administration’s Office of Coast Survey intends to award a sole-source purchase order to IIC Technologies Inc. for the S-100 XSB Exchange Set Builder and one year of software support, with no set-aside applicable under NAICS code 541519. This procurement is justified because IIC Technologies Inc. is the original developer and exclusive provider of the S-100 XSB software, which is essential for automating the compilation, validation, and packaging of hydrographic, navigational, tidal, geodetic, and meteorological data into standardized IHO S-100 exchange sets. No other commercial or open-source solution exists that implements this specific version of the S-100 framework with the integrated batch processing APIs necessary to sustain NOAA’s mission-critical data workflows, which support not only the National Weather Service but also the U.S. Coast Guard and the National Geospatial-Intelligence Agency. The software’s ability to handle massive, continuously updating data streams programmatically makes it irreplaceable in NOAA’s operational infrastructure. The period of performance is twelve months from the date of award, and the software must maintain full compatibility in form, fit, and function with existing systems. IIC Technologies Inc. has no authorized partners or resellers, and its product is the only source capable of meeting the technical requirements for generating official maritime data products. This presolicitation notice is not a competitive request for proposals but serves to allow interested parties to submit substantiating documentation within fifteen days of publication to challenge the sole-source determination. All submissions must be in writing, and oral communications will not be considered. The government retains full discretion to proceed with the sole-source award regardless of any responses received. The point of contact for questions or submissions is Kyle Lawrence at the NOAA Eastern Acquisition Division in Norfolk, Virginia, and the response deadline is July 21, 2026.

IT CONTAINS TECHNICAL INTERFACES EXPLICITLY DESIGNED TO HANDLE AUTOMATED AND BATCH PROCESSING WORKFLOW CONFIGURATIONS.

IIC TECHNOLOGIES IS THE ONLY AUTHORIZED SOURCE OF THE ICC S-100 XSB USED BY OCS.
