Imperial County Lithium Valley Specific Plan

The Imperial County Lithium Valley Specific Plan (LVSP) is a comprehensive land use and zoning initiative authorized by Senate Bill 125 to develop lithium resources and renewable energy infrastructure within the Salton Sea Known Geothermal Resource Area. Spanning approximately 51,620 acres, the project aims to establish an environmentally conscious employment hub by streamlining the permitting process for geothermal energy production and lithium extraction, processing, and manufacturing. The plan introduces various land use designations, including Green Industrial, Manufacturing, Logistics, and Conservation, while incorporating an Agricultural Overlay to balance industrial growth with the preservation of prime farmland. This initiative is designed to support the national production of sustainable energy technologies, enhance local economic stability through excise and property taxes, and fund Salton Sea restoration and community benefits. The project is governed by a Program Environmental Impact Report (PEIR) and a Water Supply Assessment to ensure compliance with the California Environmental Quality Act and Senate Bill 610. Key operational requirements include a 40 percent local hiring goal for construction workers, the payment of prevailing wages, and strict adherence to Cal/OSHA and OSHA safety standards for hazardous materials and excavation. Environmental protections are prioritized through the use of qualified biologists for wildlife surveys, rigorous dust control measures, and the protection of sensitive cultural resources. The project involves extensive coordination with state agencies, including Caltrans for transportation impacts, the California Energy Commission for geothermal permitting, and the Department of Toxic Substances Control for hazardous waste management.
