CUP23-0020/IS23-0026-Dogwood Geothermal Energy Project

The Dogwood Geothermal Energy Project is located on approximately 125 acres about one mile south of Heber in Imperial County, California. The project encompasses the construction and operation of a geothermal plant, associated facilities, a geothermal fluid pipeline, and solar energy facilities, including a 15 MW solar facility and a 7 MW parasitic solar facility. The scope of work specifically involves the installation of geothermal production and injection wells, which includes preparing well pads, drilling and completing the wells, and connecting them to the pipeline network. Under solicitation GEO Heber Field Co. 2 Wells 06052026, CalGEM has approved permits for Heber Field Company to install two specific geothermal wells, identified by API numbers 02591586 and 02591587. The project is governed by the California Environmental Quality Act and is based on an Environmental Impact Report prepared and certified by the Imperial County Planning and Development Services in August 2025. Final approval for the project was granted by the Imperial County Board of Supervisors on August 5, 2025, with subsequent permit approvals from the California Geologic Energy Management Division issued on June 5, 2026. The project site is located at 855, 853, and 602 Dogwood Road, Heber, CA, and must adhere to all adopted mitigation measures and monitoring plans specified in the environmental documentation.
