Improved Maintenance, Sustainment, and Training for Unmanned Surface Vessels (USVs)

The Navy seeks to address a critical readiness gap in its rapidly expanding fleet of Unmarried Surface Vessels by implementing a vendor-agnostic sustainment and training framework capable of supporting platforms with short five-year lifecycles. Current support models rely heavily on tailored, vendor-dependent services that are neither scalable nor sustainable as new USVs are introduced at pace, leaving fleet units unprepared to independently conduct training, maintenance, and readiness operations. The goal is to develop and institutionalize standardized O-level maintenance procedures, unified corrective maintenance workflows, platform-specific data segregation, a fleet-wide training curriculum, and a Joint Qualification Requirement to empower Navy personnel and government support organizations to operate and sustain USVs with minimal or no vendor involvement. This initiative will prototype and validate an agile, scalable lifecycle management system that enables organic fleet-level competence in maintenance and operations. The framework must be adaptable across multiple USV platforms, capturing execution procedures and support requests while maintaining clear separation of data between systems. The solution must be durable enough to endure beyond the lifespan of any single vessel and capable of being updated as new technologies and platforms enter the fleet.
