Solicitation # 26-282
The City of Milpitas is soliciting a consultant to conduct a Water and Wastewater Rate Study and provide ongoing Annual Proposition 218 True-Up Analysis services. The primary objective is to ensure a legal nexus between the costs of providing water and sewer services and the rates charged to customers, as required by Proposition 218. Key deliverables include a five-year financial plan to fund operations, maintenance, debt service, and capital improvements, a comprehensive cost-of-service analysis, and a five-year schedule of fair and equitable rates. The selected consultant will also perform annual compliance reviews and potential mid-cycle rate adjustments following the close of each fiscal year. The contract is structured over a seven-year term, commencing on the effective date and running through December 31, 2034. This period is divided into an initial 16-month first year, five subsequent 12-month years, and a final 18-month period to complete the final true-up analysis. Payment will be made on a monthly billing basis within 30 days of invoice receipt, with fees billed for actual work performed on a not-to-exceed basis. Award will be based on the best value and the most advantageous proposal rather than the lowest price. Compliance requirements are stringent, requiring the consultant to maintain active registration with the California Secretary of State and adhere to California prevailing wage laws. Proposers must submit a Wage Theft Certification, a Nondiscriminatory Employment Certificate, and proof of insurance. Additionally, the contract mandates the use of recycled paper with at least 30% post-consumer fiber for all deliverables. The consultant must designate a Project Manager for coordination and provide detailed professional resumes for all staff involved in the rate studies and community outreach.

The objective of this notice is to seek out small business contractors interested in providing the Federal Transit Administration (FTA) with technical assistance support services. FTA's Office of Planning and Environment (TPE) assesses New Starts projects to verify that requirements for eligibility for New Starts funding have been met. Reviews of past New Starts projects have documented that rider ship forecasts have frequently varied significantly from rider ship experienced after those projects have been opened for service. In addition, increasing numbers of project sponsors are seeking New Starts funding, yet cannot demonstrate that adequate information has been produced during alternative analysis. To support development of accurate information on New Starts projects seeking New Starts funding, the Office of Planning and Environment provides guidance, technical assistance and oversight of the planning and project development process. The results of this procurement will help ensure that alternatives analyses produce reliable information that can support the identification of projects that merit federal investment. FTA anticipates that the required services will focus on the following functional areas: 1 - Collection of data on transit rider ship patterns, 2 - Urban travel models, 3 - Forecasting for New Starts and Small Starts projects, and 4 - Refinement of methods for FTA oversight of New / Small Starts travel forecasts. All small business concerns that are able to provide the services describe above, are encouraged to forward their capability statement (not to exceed 5 pages) to the point of contact (POC) identified below. Capability statements are to be submitted electronically, no later than July 14, 2008 to the Primary Point of Contact (POC) below. All sources will be added to the solicitation mailing list and notified when the agency synopsizes the requirement in the Government Point of Entry (GPE). The GPE may be accessed via the Internet at http://www.fedbizopps.gov.

The Federal Transit Administration (FTA) Office of Research, Demonstration, and Innovation has issued Broad Agency Announcement 693195-26-BAA-0001 to solicit applied research projects aimed at enhancing the safety, reliability, efficiency, and accessibility of public transportation in the United States. This unrestricted solicitation is open to any responsible source, excluding Federal Government-owned businesses, and encourages teaming and collaboration. The program focuses on technology readiness levels 3 through 6, with a specific preference for proof-of-concept testing. Research topics include community connectivity, accessibility for automated vehicles, urban rail innovations, ferry safety, and transit safety data analytics. Individual awards are typically valued between $150,000 and $500,000 and may be structured as firm-fixed-price or level-of-effort term contracts. While cost sharing is not mandatory, projects that include transit operator partnerships and cost sharing are preferred. The selection process is a two-phased approach starting with a five-page concept paper and a one-page quad chart, followed by a formal proposal for invited offerors. Evaluation is based on technical merit, importance to agency programs, and cost, with technical factors weighted significantly higher than price. The response deadline has been extended to October 30, 2026. Awardees must comply with various Federal Acquisition Regulation clauses, including Section 889 prohibitions on certain telecommunications and video surveillance equipment.
