AI Contract Overview
The Maryland Department of Health, Office of Population Health Improvement, is seeking a certified small business to conduct an evaluation and develop a comprehensive action plan aimed at increasing access to perimenopausal, menopausal, and postmenopausal health care services. This initiative, mandated by SB0892 (CH0605) of the 2026 Maryland Legislative Session, focuses on utilizing community health workers to reach consumers. The selected vendor will collaborate with the CHW Program, the State Community Health Worker Advisory Committee, and other stakeholders to produce a final report and an action plan addressing CHW competencies, training, outreach, clinical integration, and sustainability. The projected period of performance is from January 11, 2027, to August 31, 2027. This is a Small Business Reserve Procurement limited to businesses certified by the Governor’s Office of Small, Minority & Women Business Affairs (GOSBA). To be eligible, offerors must possess at least two years of experience working with community health workers or lay health workers and demonstrate expertise in Maryland's menopausal health care services. The award will be based on the Most Advantageous Offer, with technical factors receiving greater weight than financial considerations. Proposals must be submitted via eMMA in two separate volumes: a technical proposal detailing the work plan and qualifications, and a separate financial proposal containing a budget narrative and total contract amount. Evaluation criteria emphasize the technical merit and reasonableness of the budget, with a requirement for two letters of reference and a current Maryland Certificate of Status.
