Independent External Peer Reviews for the US Army Corps of Engineers

The U.S. Army Corps of Engineers, through the Mission Support Battalion on behalf of the Institute for Water Resources, is soliciting proposals to establish one or more Blanket Purchase Agreements (BPA) for Independent External Peer Review (IEPR) services in support of water resource projects and scientific assessments. These reviews are mandated by the Office of Management and Budget’s Bulletin M-05-03 and the Water Resources Development Act of 2007, as amended, which require independent expert evaluation of certain USACE studies and products. Only eligible 501(c)(3) nonprofit organizations may serve as prime contractors. Proposals are evaluated against six factors: management approach, technical approach, response to an example order, past performance, compliance with requirements, and price, with the non-price factors collectively deemed significantly more important than price. Offerors must demonstrate proven capability in managing IEPRs, including recruitment of qualified experts, delivery of high-quality documentation free of errors, and adherence to a Government-approved Quality Control Plan and Quality Assurance Surveillance Plan.
