Pasadena Water and Power ("PWP") operates and maintains utility infrastructure that supports the City's water and electric systems. In support of these operations, PWP stores a wide range of materials, equipment, and components at its warehouse, including transformers, wire reels, switches, water utility materials, and other heavy or bulky items used for construction, maintenance, emergency response, and system reliability work. The existing warehouse storage configuration does not fully meet PWP's operational needs for organized, efficient, and safe storage of utility materials. PWP intends to improve storage capacity, material accessibility, forklift circulation, safety, and overall warehouse organization through the installation of new industrial steel storage rack systems. The City has developed a conceptual warehouse layout identifying the general rack areas and intended storage zones. The layout is provided for bidding purposes and to communicate the City's desired storage arrangement. However, bidders are responsible for reviewing the layout, attending the mandatory pre-bid meeting, evaluating site conditions, and identifying any concerns, conflicts, or assumptions before submitting a bid. The selected Contractor shall be responsible for verifying all field conditions, confirming dimensions, identifying installation constraints, and preparing final rack layout drawings, shop drawings, product data, load capacity documentation, and any calculations or stamped engineering required by applicable code, permit authority, manufacturer requirements, or the City prior to fabrication or installation. Because the warehouse supports active utility operations, the Contractor shall coordinate all work with City staff to minimize operational disruption and maintain safe access routes during installation. The Contractor shall plan and schedule the work to account for material lead times, City review, permit or code compliance requirements, delivery, installation, inspection, correction of deficiencies, and final acceptance. The City expects bids to reflect the complete turnkey nature of the project. Pricing shall include all costs necessary to deliver a fully installed, code-compliant, seismically appropriate, and immediately usable rack system in accordance with the solicitation documents, applicable codes, industry standards, and manufacturer requirements.
