Blueye X3 Training

The Blueye X3 Training contract, managed by Navsup Fleet Logistics Center Norfolk, provides comprehensive IT client services for the U.S. Naval Academy and the Annapolis Area Complex. The scope of work focuses on Tier 1 and Tier 2 technical support, including hardware and software troubleshooting, account management, and building access control at Ward Hall. Performance is conducted 100 percent on-site in Annapolis, Maryland, during standard business hours. The anticipated contract structure consists of a six-month base period starting April 1, 2026, with two subsequent three-month option periods. The estimated staffing requirement includes seven personnel across four labor categories: IT Service Center Support, Academic Technical Support Center Support, Hopper Hall Support, and Shop Support. Contractor personnel must be U.S. citizens and possess a favorable eligibility determination for a National Security position based on a Tier 3 investigation and a valid Common Access Card. Strict certification requirements are in place, including DoD 8570.01-M IAT Level 2 compliance for all staff, along with specific certifications for Windows 11, Linux, Apple, and A+ depending on the role. Performance is monitored through a Quality Assurance Surveillance Plan with high standards for timeliness and accuracy, including a requirement that over 95 percent of deliverables be submitted without rework. Additionally, the contractor must report all labor hours via the Enterprise-Wide Contractor Manpower Reporting Application and adhere to strict NSA standards for the destruction of data storage media.
